INTRODUCTION The Do. W is tasked with monitoring and evaluation of the Country’s socio-economic empowerment of women. In executing its mandate, its work is planned according to the Framework for Strategic Plan and Annual Performance Plans. The APP is therefore aligned to its programme structure to ensure a key link between its strategic objectives and detailed operational budget. The Framework for Strategic Plan and Annual Performance Plans outlines key concepts that should guide institutions when developing Strategic Plans and Annual Performance Plans. It recognises that Institutions vary greatly in terms of their roles and responsibilities, and therefore develop their plans , policies and programmes in varied ways and over differing timelines. This is more applicable to particularly infrastructure projects but also relevant in respect of social services and regulation of economic development. The Executing Authority in terms of the Framework for Managing Programme Performance Information approved the errata to the 2016/17 APP in line with the following extract “A Strategic Plan may be changed during the five-year period that it covers. However, such changes should be limited to revisions related to significant policy shifts or changes in the service -delivery environment. The relevant institution does this by issuing an amendment to the existing plan, which may be published as an annexure to the Annual Performance Plan, or by issuing a revised Strategic Plan”.
