NASA Disasters Program Source: NASA Disasters Program 2017 Annual Summary � The Disasters program, within Applied Sciences, supports NASA Earth Science within the Science Mission Directorate (SMD). The NASA Disasters Program promotes the use of Earth observations to improve the prediction of, preparation for, response to, and recovery from natural and technological disasters by addressing the research, response and resiliency aspects of Disasters. � In NASA Disasters Program, the response team is comprised of disaster coordinators who are physically located at all NASA Centers across the country. Using LANCE Products to Support NASA Disasters Responses � From June 2018 to March 2019, LANCE products were assessed or/and provided to support 25 NASA Disasters responses. Tropical cyclone events were the most common disaster, accounting for 7 of the 25 responses. Flood-related responses occurred 6 times, while there were 5 volcano responses, 4 earthquake-related responses, and 3 separate wildfire responses. � The product most frequently used is MODIS NRT Global Flood Mapping Product. The Black Marble product and VIIRS Fire product have been widely used in Disasters responses as well. � SMAP Soil Moisture products were provided to support Hurricane Florence and Cyclone Idai events, to show flooding areas transformed from dry to saturation associated with flooding rainfall. NASA Disasters Program can Help LANCE Develop New Products and Improve Applications NASA missions assigned to the Disasters program will bring new products, which may need to be integrated into LANCE: � NASA ISRO Synthetic Aperture Radar (NISAR). The NISAR mission is scheduled for launch in 2021. PI Paul Rosen, JPL. DPA’s Sue Owen and Natasha Stavros, JPL. � Time-Resolved Observations of Precipitation structure and storm Intensity with a Constellation of Smallsats (TROPICS). The TROPICS mission, originally scheduled for launch in 2022, has been put on hold indefinitely; however, the Applications Team is still conducting quarterly telecons. What the disasters community need that they are not getting that LANCE could feasibly provide? � Synthetic Aperture Radar (SAR) NRT Product To estimate tropical cyclone/earthquake/fire/landslide damaged areas due to flooding/fire/landslide, SAR has the advantage to penetrate cloud cover and smoke. � High Spatial Resolution NRT Product When supporting the California Wildfire response, Disasters program received the request from users for high-resolution images. � SMAP Soil Moisture NRT Product SMAP Soil Moisture products have been provided to support Hurricane Florence and Cyclone Idai events, to show flooding areas transformed from dry to saturation associated with flooding rainfall. SAR Products have been Widely Used in NASA Disasters Responses � SAR products have the unique ability of 'seeing' through heavy clouds and rain showers during disasters. � SAR products have been used to support NASA Disasters Responses including Tropical Cyclone, Volcano, Flood, Fire and Earthquake. Are there any user feedback specifically on any of the LANCE products? "I’ve heard from our field teams that the maps that we are making with NASA data are also being used by the Mozambique government for initial assessments and decision-making, so that’s great news. The data you’re providing is very useful for us as we work with partners to respond to the flooding. Street. Map. " In terms of any direct asks we have relating to data needs for our current production on Tropical Cyclone Idai, there is one item of interest that stands out. 1. Black Marble Power Outages – We see this is available for the city of Beira. Is it possible to get this on the scale of the entire province of Sofala in Mozambique? What about the formats of products? Are they easy to use? Have you had any feedback on this? � Feedbacks on linking LANCE NRT products with other website/data portal. � NASA Disasters GIS team is working on linking LANCE NRT products to Disasters Mapping Portal. LANCE team had two meetings with Disasters GIS team to provide assistance on this. � Jonathan Flack, the CTO of Disaster Intelligence, Inc. is trying to combine LANCE MODIS/VIIRS NRT Fire products with other disasters related information in their system. He would like to know if LANCE can provide automated mechanisms alerting their server for the availability of new data. Diane and Otmar are working on this.
