Health and Care (Staffing) (Scotland) Bill • Context • Policy objectives • Parts of the Bill 1. guiding Principles for health and care staffing 2. staffing in the NHS 3. staffing by care services
Policy Objectives § To ensure that there are enough staff with the right skills in health and care settings to provide high quality care § To support transparency and openness in workforce planning and service redesign § To support working arrangements across different agencies and different staff groups § To integrate workforce planning across health and social care services § It is not about minimum staffing or fixed ratios § It seeks to encourage innovation and local decision-making in service provision § It seeks to provide assurance for staff and users that staffing will enable safe and high quality care, regardless of setting
Parts of the Bill § Part 1 – Guiding principles. Staffing should be appropriate for high quality safe care § Part 2 - NHS Staffing. Bill makes it a statutory duty to apply existing nursing and midwifery staffing tools § Part 3 – Staffing in care services. Bill gives power to the Care Inspectorate to develop staff planning methods with care home sector.
