Neighborhood Place Mission. . . The purpose of Neighborhood Place is to provide blended and accessible health, education, employment and human services that support children and families in their progress toward self-sufficiency.

Why Did Neighborhood Place Begin? • The poverty rate for children younger than 5

Why Did Neighborhood Place Begin? • The poverty rate for children younger than 5 years of age reached 35% for some areas in Jefferson County. • The state legislature passed the Kentucky Education Reform Act (KERA) in 1990. The first Neighborhood Place opened November 1993. 20

Neighborhood Place Goals For those who access services, Neighborhood Place works to: • • Improve economic self-sufficiency among families. Improve the health status of mothers and babies. Reduce violence within families. Improve the level of student success. In addition, NP strives to: • Provide citizens with timely access to an array of services. • Provide services that are coordinated. • Work in concert with communities.

Shared Vision • All residents of Jefferson County/Louisville, KY will be served by one

Shared Vision • All residents of Jefferson County/Louisville, KY will be served by one of eight regionally located Neighborhood Place centers. • The size and constellation of services will vary from center to center according to the needs and scope of the existing service network of the neighborhood. • The core services at each Neighborhood Place will include health, mental health, juvenile services, school-related services, financial and housing assistance, and child and adult welfare services. • Providers of these core services will share a commitment to prevention, community education and family self-sufficiency. 7

Funding • Neighborhood Place started using a budget neutral model. Agencies operational costs follow

Funding • Neighborhood Place started using a budget neutral model. Agencies operational costs follow staff to the locations. • As the program evolved over the first decade, each partner agency dedicated a minimum of eight full-time staff members (one per site) to a total of four centers and contributed a minimum of $1, 250 per staff person per year. • As each new site opened, each agency contributed $4, 200 per staff person for the first year. Louisville Metro Housing and Family Services served as the fiscal agent for some of these per staff member costs, as did Jefferson County Public Schools. 12

Funding Continued • Louisville Metro converted manager positions to NP Administrators for each • Three of the sites have been located in new construction and the others have been renovation projects. As NP expanded, City of Louisville issued bonds to raise funds for new construction. • JCPS identified land negotiated lease arrangements. • Federal Family Investment Center funds were used to support development of NP near a public housing development. • Most sites operate in school properties. The building owner provides utilities, cleaning and security services rent-free.
