NWO in transition Transition NWO -> more transparency and uniformity in the organisation Harmonisation

NWO in transition Transition NWO -> more transparency and uniformity in the organisation Harmonisation -> transparency and uniformity in NWO’s funding instruments – More similar rules and regulations across instruments, programmes, domains – Integrating various instruments into larger programmes, without losing flexibility For SSH: opportunity to innovate in terms of non-programmed research funding Ø No more separate Humanities and Social sciences instruments for open research one new funding instrument for non-programmed research

2018: most existing SSH instruments discontinued Internationalisation in the Humanities Investment Grant NWO Medium Open Research Area (ORA) Research Talent (Onderzoekstalent) Free Competition Humanities Ph. Ds in the Humanities (from 2020/2021 onwards) • Total budget (M€ 16. 5, after 2020: M€ 18) • NWO: commitment to non-programmed research => Domain Board SSH has freed additional money => 2018 budget of M€ 22

The new NWO Open Competition – SSH New instrument for non-programmed research in the

The new NWO Open Competition – SSH New instrument for non-programmed research in the Social Sciences and Humanities. ‒ Start: 25 September 2018 Two main principles: 1. Curiosity-driven research ‒ No thematic limitations (SSH focus required, but cross-disciplinary = ok) ‒ In principle, every type of funding is possible 2. Applicants may choose the desired structure and size of their project: ‒ Small individual <-> large collaborative projects ‒ (Inter)national scope, investment grants, valorisation: all should be possible

Limiting the number of applications Discontinued instruments: together, ~700 applications annually – with strict eligibility criteria (Research Talent) or after preselection (Ph. Ds in the Humanities) Official numbers: 3000 -5000 SSH researchers could apply to a unrestricted single instrument NWO wants increased award rates and reduced workload for applicants Requires pre-proposals and strict eligibility criteria NWO has established a standardized set of eligibility criteria Domain Board SSH decided on selection of criteria for Open Competition SSH

Specific eligibility criteria in the Open Competition SSH Considerations: Only as many limiting measures

Specific eligibility criteria in the Open Competition SSH Considerations: Only as many limiting measures as are necessary Higher award rates (aim: 25%) Reduce the workload for applicants Reduce the workload for referees/committee members A fair distribution of budget between subgroups of researchers ‒ Talent Scheme: M€ 44; Open Competition SSH M€ 22

Measures to limit the number of applications (1) An applicant may only submit a

Measures to limit the number of applications (1) An applicant may only submit a proposal if s/he is no longer eligible to apply to the Talent Scheme - Applicant = main and co-applicants - Exceptions: extension rule Vici; actual application in next round no longer possible An applicant may only submit one application per calendar year in the Vrije Onderzoeksruimte (Non-programmed Research Area) (= NWO Open Competition – SSH, Ph. Ds in the Humanities, and Replication Studies) An applicant may only submit an application to the NWO Open Competition – SSH once every two years ‒ This also applies to resubmissions.

Measures to limit the number of applications (2) An applicant may only resubmit a

Measures to limit the number of applications (2) An applicant may only resubmit a rejected proposal once and only if the proposal concerned received the qualification 'very good' or 'excellent‘ – So, no resubmission of pre-proposals An applicant may submit a new application no more than one year before the planned end date (= end date last appointment) of the project within NWO that has the longest duration and for which he/she is the applicant/project leader. – Only applicable to new NWO projects awarded after 25 September 2018 – Not applicable to the full proposal phase of Open Competition SSH 2018

Practical limitations for applying in the first round Condition Applicable in first round? Qualifying appointment of sufficient duration Applicable Not eligible for Talent Scheme Applicable Max. 1 application/ year to SSH Open Research Area Not fully applicable in the first round* Max. 1 application/ 2 years to Open Competition SSH Not applicable in the first round* Only resubmission of highly rated proposals Not applicable in the first round* Cannot apply with an existing NWO project Not applicable in the first round* *Please note that applying to the Open Competition SSH 2018 might affect applications in 2019

New in 2018: application modules Modular system: Researchers choose which combination of modules is needed to answer their research question(s), as well as the budget requested for each part of the application. – Personnel – Research costs – Investment/Equipment – Valorisation / Knowledge utilisation – Internationalisation The total set of modules is standardised across NWO. Domain Boards determine for each funding instrument: – Which modules are available, and how often they may be requested – What amount of funding can be requested for each module

Modules in the Open Competition General information: • Max. NWO contribution = € 750.
