The Moor Pool Estate Trust Viability Study

Why have a study? • In August 2008 the MRA identified the potential problem should Grainger whose core business is residential letting be left with a stock of non commercial community facilities. • The MRA approached both BCC and BVT to investigate options to solve this future scenario.

What happened next? • In early 2009 the MRA agreed with BVT and Grainger the scope for a viability study. • The MRA in March 2009 applied for funding from BCC and £ 7000 was allocated from the Ward community chest. • This was insufficient to commission the study which Grainger were not prepared to support financially.

2010 • Further discussions were initiated with Grainger. However at the residents AGM late in 2010 an announcement was made that Grainger had decided to auction the community facilities and requested the MRA to put forward a bid which would be subject to a ‘staircasing’ payment agreement. • The scenario had indeed come to pass!

Where we are. • We were very fortunate to receive a further £ 7000 of match funding from the HCA (Homes & Communities Agency) in Dec 2010. This enabled the study to be started. • BVT and the MRA with support from Grainger and BCC are now carrying out the study and preparing information for the report which will follow.

What will the report do? • The report will identify the issues and costs likely to be incurred by a Trust taking on the ‘assets’. • The report will provide information necessary to access external funding.

• The pictures which follow link with the sites identified as part of our aspiration for a Moor Pool Trust. • Grainger identify ‘assets’ under the headings: • Community or • Commercial. • This essentially differentiates between the financial value attributed to ‘assets’.

What do we want to do? • The document ‘The Way Forward’ sets out a vision for Moor Pool. • Some of the proposals include:

Restoration of The Valley with secure parking.

…. and various other proposals including: • A community garden. • Improved parking. • General allotment restoration. • Properly planned wildlife areas.

And refurbishment of the builders yard as an eco classroom.
