IHP+ Inter-agency Work • Compact Guidance Note – building on country experiences • Civil Society Engagement – critical for transparency and accountability • Validation & Appraisal of Plans – developing common, country-based options for all donors • Monitoring and Evaluation – use common national M&E frameworks by all national and global partners • Annual External Reviews – to monitor mutual accountability and commitments agreed in compacts Dr Carissa Etienne 7 Assistant Director-General Health Systems and Services
Challenges and Expectations • Increase predictable financing and reduce transaction costs to countries • Adhering to existing commitments, e. g. Universal Access for HIV/AIDS prevention, care and treatment, and targets for TB, malaria, and maternal, newborn, and child health • Strengthen the functioning of country teams • Promote a primary health care approach to health systems strengthening Dr Carissa Etienne 8 Assistant Director-General Health Systems and Services
Conclusions • The International Health Partnership (IHP+) provides the opportunity: – To attract more predictable financing to health; – To improve the impact of collective efforts; – To expand the successes of HIV+ activism to the whole health sector; – To strengthen the response to HIV/AIDS and chronic care.
