The Global Evaluation Agenda 2016 -2020 Developed by a global, multi-stakeholder consultative process throughout Eval. Year 2015 ØArticulates how evaluation can contribute to the common good, including SDGs ØLaunched at the Eval. Year event in Nepal, 2015 Ø 2
Global Evaluation Agenda Overarching statement • • Ø “promotes evaluation processes and criteria grounded in values of equity, gender equality, and social justice and on shared principles of partnership, innovation, inclusivity, and human rights. ” Some related actions from the GEA: § “Promoting evaluations which are equity focused and gender responsive”; § “Supporting methodological development of evaluation approaches to assess social equity and gender equity in programs and policies” § 3 “Fund evaluation research to contribute to social learning” Copyright 2009

Strong enabling environment ØPromote the value of evaluation ØNational government ownership ØEncourage national evaluation policies ØAdvocate for sufficient resources for evaluations ØBuild credible, accessible data systems ØImprove evaluation use ØFacilitate participation of the civil society and the private sector in evaluations 5
Institutional capacities ØIncrease number of institutions with evaluation capacity ØInstitutions are capable of generating quality evaluations ØInstitutions improve collaboration in evaluation activities ØInstitutions able to resource quality data generation and evaluations ØInstitutions are more transparent on evaluation findings and follow-up recommendations ØInstitutions continually evolve and develop with enabling environment ØAcademic institutions have capacity to carry out evaluation research and run professional courses in evaluation 6
Individual capacities ØEvaluators have better knowledge of generally accepted evaluation principles, theories, methods and approaches ØStrengthen competency of evaluators to generate quality evaluations through training and mentoring ØCommissioners of evaluations assisted to develop appropriate evaluation briefs and allocate appropriate resources ØUsers of evaluations better able to take findings and recommendations into account in better decision-making ØEvaluators are equity focused, gender responsive and culturally sensitive ØIndividuals continually learn and improve their capabilities in evaluation 7
Inter-linkages Ø Common set of terms and basic standards in all languages to disseminate and share evaluation knowledge ØMultiple partners in evaluation attend learning opportunities to build knowledge ØResources dedicated to joint ventures in the conduct of evaluations, in innovation in the field of evaluation and evaluation capacity building ØMeta-evaluations and synthesis to broaden knowledge ØThe “No one left behind” principle stated in the SDGs and equity focused and gender responsive evaluation is embedded as a key value that goes across three building blocks of evaluation system 8

EVALSDGs Evaluation – Value-Adding and Learning for the SDGs 10 • Started July 2015 • Two volunteer Chairs and co-chairs • Started with no structure, no budget, no members • Now around 220 members across 46 countries • Formal side event at SDGs High Level Political Forum in partnership with UNDP • Current resources very small mostly in-kind • Massive voluntary support (working group activities, translation, events, sharing of information, etc) Copyright 2009

Eval. Youth Network As a global network, Eval. Youth goal is to promote young and emerging evaluators, including young women, to become competent, experienced and wellnetworked professionals who contribute to evaluation capacity at national, regional and international levels. 14
