About the workshop • took place on 16 July 2019 in Brussels • organised jointly by Croatia and Germany • built on consultations and informal discussions in 2017 and 2018 • aim: taking stock of the previous consultation process and deepening the informal discussion on the future framework for European cooperation in education and training
Strategic goals and priorities - general principles • evolution instead of revolution: many goals and priorities of ET 2020 still relevant, adjustments according to new challenges needed (e. g. digitalization, diversity of students) • understanding on core goals; flexibility for poss. change • principles for selecting core goals: common EU challenges, EU added value, impact on citizens, evidence-informed • future framework should take forward the implementation of the European Education Area (EEA) • timeframe: 2030? longer term?

Governance and instruments for implementation • discussion on possible alternative scenarios for an enhanced governance structure • need for a stronger link between political discussions (Council, EC, HLG) and technical level (WG, PLAs etc. ); strengthened political guidance • mandate and role of High Level Group (HLG)? ; poss. highlevel rapporteur? • implementation instruments (WG, PLAs etc. ): need for more flexible formats, platforms for informal discussions
Monitoring and benchmarks • importance of paneuropean benchmarks • poss. additional national targets? • ET 2020 bechmarks currently under reflection of SGIB analysis of poss. new benchmarks for digital competences, entrepreneurship education, multilingualism, education and training expenditure, VET • role of benchmarks in European Semester
