Why does FHWA care? • The law requires States to build and maintain an adequate multi-modal transportation system while maintaining their current network. • FHWA/FTA have oversight responsibilities
FHWA Funding Programs • Congestion Mitigation Air Quality (CMAQ) • Transportation Community System Preservation (TCSP) • Recreational Trails Program • Congressional Earmarks • Metropolitan specific funds
Transportation Community System Preservation (TCSP) • 2007 is the first year since 2001 that Congress has not earmarked these funds • There will be a project selection process • Projects will be awarded by FHWA headquarters
Recreational Trails • Approximately $1, 000 program in LA • Usually funds small projects • Eligible projects may include sidewalks/connectivity of communities
Congressional Earmarks • Vary by Congressional district • Normally for specific project • Watch out for description of the project in law!
Metropolitan Funding • Each year the Metropolitan Planning Organizations have funds to implement projects in the Metropolitan area • Selected by the MPO Policy Committee
Congestion Mitigation Air Quality • A funding category for improving Air Quality non-attainment and maintenance areas • Projects selected through the MPO project selection process • Eligible areas will be determined by EPA and relevant court decisions
