The Cross-Cutting Issues : How should we design the EDPRS to make an effective impact ?

8 Cross Cutting Issues in PRSP 1 Independent Evaluation said : “Weaknesses in implementation capacity and the problem of finding institutional champions for some agendas has reduced the number of cross-cutting issues from 8 to 4 over the PRS period. ”

The Sector Self-Evaluation examined 14 cross-cutting issues : [Decentralisation, Capacity building, Environment, HIV/AIDs, Unity & Reconciliation, Population Dynamics, Culture] [ Children, Youth, Women, The Elderly, People with Disabilities, Refugees & Returnees, Batwa]

Disappointing Self-Evaluations : ØVery selective ØAnecdotal information ……but, need to be addressed next time

What did we conclude ? ØImplementation weaknesses ØDifficulty identifying “ownership” ØA lack of prioritisation

and, Accompanied by big changes in the structure and size of Government.

The response : = Select a smaller number of focus issues and make them work effectively

3 Steps : 1. Prioritise 2. Establish a “compliance Framework” 3. Support with appropriate skilled expertise

Step 1: Prioritise amongst the cross - cutting issues • Gender • Social Vulnerability • HIV/AIDs • Environment

Why these four ? ØVision 20/20 + MDGs ØIdentified in the PRSP 1 ØCentral to national growth & poverty reduction ØImplementable

Remove : All issues associated with effective delivery [dealt with in other ways]

Step 2 : Compliance Framework ØFramework for SWGs : – checklist for each of the 4 priority cross – cutting issues ØA procedure for quality checking

Step 3: Support with skilled expertise ØCross-cutting “Oversight” Group ØSecretariat with expertise
