January 1776 – New Hampshire first colony to organize as a state and craft a detailed, written plan for government – CONSTITUTION State Governments Bicameral – 2 houses of legislature Governor – elected by legislature and carried out state laws Judges & courts – decide what the laws meant & how they applied.
