Community Civil Protection Mechanism • Facilitates and supports the provision of European civil protection assistance in the event of a major disaster • Both natural and manmade disasters • European Commission + 31 participating states (EU, EEA, Croatia) • Establishes the Monitoring and Information Centre (MIC)

Response – The MIC Monitoring and Information Centre e. g. satellite images and access to other community resources e. g. § despatching expert EU teams § matching requests for aid to offers from participating states § assists in providing transport options for assistance Supports coordinatio n Technical support Information role e. g. analysing and distributing reliable info to participating states during disasters A one-stop shop for civil protection assistance

Civil Protection Modules • Resources of one or more participating states • Can be dispatched at very short notice approx. 12 hours of a request for assistance • Work self-sufficiently and autonomously • Interoperable with other modules • Able to provide assistance to other international organisations, especially the UN • Examples of modules: Advanced Medical Post; high capacity pumping

The European Commission Humanitarian Aid and Civil Protection – two complementary tools Humanitarian Aid Civil Protection (MIC) What? Funding from EU budget (€ 930 million in 2009). Budget of Civil Protection Financial Instrument = EUR 189 million over seven years. Through whom? Implementing partners (UN / Red Cross/Crescent movement/ / International NGOs ) Government of affected country Geographical scope? Third countries, mainly in developing countries. Inside and outside the European Union. Type of disaster? Natural and man-made disasters (wars, conflicts, etc. ). (complex emergencies rather the exception). Timescale? Immediate aftermath of crisis and beyond Acute stage only (normally max. 23 weeks).
