BIO-MEDICAL WASTE (BMW) Any waste generated during • The diagnosis, treatment or immunisation of human beings • Animals • Research activities pertaining thereto or in the production or testing of biological or in health camps 3

BMW DISPOSAL • Only through CBMWTF except in exceptional cases like remote location. • No occupier shall establish on-site treatment and disposal facility, if a CBMWTF is available at a distance of 75 kilometre. • Annual report to be submitted in Form – IV to JSPCB before 30 th June every year from January to December of the preceding year. • Authorities to oversee implementation – committee headed by the Secretary Health and JSPCB. 4

PERMISSIONS REQUIRED FROM SPCB • Consent to Establish (CTE) FOR NEW HOSPITALS (Under The Water (Prevention and Control of Pollution) Act, 1974 & The Air (Prevention and Control of Pollution) Act, 1981) • Consent to Operate (CTO) (Under The Water (Prevention and Control of Pollution) Act, 1974 & The Air (Prevention and Control of Pollution) Act, 1981). • Authorization ( Both HCF and CBWTF) (Under The Bio. GRANT OF AUTHORIZATION • The Health Care Facilities (HCF’s) should visit Online Consent Management and Monitoring System portal of Jharkhand State Pollution Control Board (JSPCB) https: //jhkocmms. nic. in/OCMMS/ or jspcb. nic. in • On home page, under user login there is a red blinking tab ‘LAB/New HCE Registration’. You have to click on this tab. • After filling the required information, uploading of desired documents and fees payment your application will be submitted to JSPCB. 9

GRANT OF AUTHORIZATION • Every occupier or operator handling bio-medical waste, irrespective of the quantity shall make an application in Form II. ( available on website ) • The validity of such authorisation for bedded health care facility and operator of a common facility shall be synchronised with the validity of the consents. 10

GRANT OF AUTHORIZATION • The authorisation shall be one time for non-bedded occupiers. • Authorization to be decided within 90 days. • Fresh authorization is required if there is any change or variation in the activity. 11

ROLE OF HEALTH CARE FACILITY • To phase out use of chlorinated plastic bags and gloves by 27. 03. 2019. • Disposal of other solid waste in accordance with the provisions of respective waste management rules. • Not to mix bio-medical waste with municipal solid waste and dispose of solid waste. • Provide training to all its health care workers and others, involved in handling of bio medical waste. 17

ROLE OF HEALTH CARE FACILITY • Immunise all its health care workers and others, involved in handling of bio-medical waste. • Establish a Bar- Code System for bags or containers containing bio-medical waste to be sent out of the premises or place for any purpose by 27. 03. 2019. • Ensure segregation of liquid chemical waste at source and ensure pre-treatment or neutralisation prior to mixing with other effluent. 18

ROLE OF HEALTH CARE FACILITY • Ensure treatment and disposal of liquid waste in accordance with the Water (Prevention and Control of Pollution) Act, 1974. • Ensure occupational safety by providing appropriate and adequate personal protective equipments. • Conduct health check up at the time of induction and at least once in a year and maintain the records for the same. 19

ROLE OF HEALTH CARE FACILITY • Maintain and update on day to day basis the biomedical waste management register and display monthly record on its website. • Report major accidents including accidents caused by fire hazards, blasts during handling of biomedical waste and the remedial action taken. • Make available the annual report on its website by 15. 03. 2020. 20

ROLE OF HEALTH CARE FACILITY • Inform the prescribed authority ( JSPCB ) immediately in case the operator of a facility does not collect the biomedical waste within the intended time or as per the agreed time. • Establish a system to review and monitor the activities related to bio-medical waste management. • Maintain all record for operation of incineration, hydro or autoclaving etc. , for a period of five years. 21

ROLE OF CBMWTF • To ensure that the BMW collected from the occupier is transported, handled, stored, treated and disposed of, without any adverse effect to the human health and the environment. • Ensure timely collection of BMW from the occupier. • Establish bar coding and global positioning system for handling of BMW by 27. 03. 2019. 22

ROLE OF CBMWTF • Inform the prescribed authority immediately regarding the occupiers which are not handing over the segregated bio-medical waste. • Provide training for all its workers involved in handling of bio-medical waste at the time of induction and at least once in a year. • Assist the occupier in training. 23

ROLE OF CBMWTF • Undertake appropriate medical examination at the time of induction and at least once in a year and immunise all its workers. • Ensure occupational safety of all its workers. • Report major accidents including accidents caused by fire hazards, blasts during handling of BMW and the remedial action taken and the records. 24

ROLE OF CBMWTF • Maintain a log book for each of its treatment equipment. • Allow occupier , who are giving waste for treatment to the operator, to see whether the treatment is carried out. • Shall display details of authorisation, treatment, annual report etc. on its web-site. 25

ROLE OF CBMWTF • The recyclables from the treated BMW such as plastics and glass, shall be given to recyclers having valid consent and authorisation. • Supply non-chlorinated plastic coloured bags to the occupier on chargeable basis. • Shall ensure collection of biomedical waste on holidays also. 26

ROLE OF CBMWTF • Maintain all record for operation of incineration, hydro or autoclaving for a period of five years. • Upgrade existing incinerators to achieve the standards for retention time in secondary chamber and Dioxin and Furans within two years. 27

PENALTY FOR NON COMPLYING HEALTH CARE FACILITIES (HCF’s) • Penalty under The Environment Protection Act, 1986 : As per Section-15, sub-section-1 : - Be punishable with imprisonment for a term which may extend to five years or with fine which may extend to one lakh rupees, or with both, and in case the failure or contravention continues, with additional fine which may extend to five thousand rupees for every day during which such failure or contravention continues after the conviction for the first such failure or contravention. 28

PENALTY FOR NON COMPLYING HEALTH CARE FACILITIES (HCF’s) As per Section-15, sub-section-2 : - If the failure or contravention referred to in sub-section (1) continues beyond a period of one year after the date of conviction, the offender shall be punishable with imprisonment for a term which may extend to seven years. • Environmental Compensation : - A Environmental Compensation will be imposed by JSPCB from the non complying Health Care Facilities (HCF’s) as per the Hon’ble National Green Tribunal (NGT) directions. 29

QR CODE LAUNCHING • The QR Code Management System (QCMS) scanning will be done through Mobile App. • The Mobile app will also work off line. • The Mobile app will be capable of GPS tracking. • The Mobile app to give instant weight receipt. 30

QR CODE LAUNCHING • The Mobile app will be capable of online payment. • The Bluetooth enabled machines will have weight precision as per CPCB guidelines. • The Mobile App will be able to facilitate the HCF’s to raise pick up request to CBMWTF. 31

QR CODE LAUNCHING • The QR codes will be water proof. • The QR Codes will be designed and supplied as per the guidelines of CPCB. • The QCMS will store data for at least 05 years. 32

QR CODE LAUNCHING • The QCMS will facilitate the PCB with reports such as Daily/Monthly/Annual Report as per format of CPCB Guidelines, collection reports of Bio Medical Waste, reports of HCF’s not giving BMW and other reports regarding variations in waste receipt and disposal by CBMWTF. 33
