z NFHS 2020 Volleyball Points of Emphasis Bench Behavior/Sportsmanship Volleyball is a dynamic sport and it is important that all team members feel engaged in a contest even if they are on the bench. Student-athletes should have an opportunity to celebrate when exciting athletic plays occur in a match. Rule 12 -2 -7 a allows bench personnel to, "Spontaneously react to an outstanding play by members of their own team. “ But these spontaneous reactions have become, at times, more than a short-lived spontaneous reaction. Bench personnel are coming to the sideline or even onto the court to celebrate. Disruptive reactions may result in an unsporting conduct penalty, so the goal of this Point of Emphasis is NOT to prevent celebration, but to remind coaches to educate their teams of appropriate ways to celebrate at the bench.
z NFHS 2020 Volleyball Points of Emphasis Management of Non-Team Personnel It is necessary to remind coaches of the need to educate administrators as to the sportsmanship requirements of the game of volleyball. This should include, but is not limited to: § Appropriate times cheerleaders may or may not cheer and proper location to cheer; § Appropriate comments, timing of announcements and good sportsmanship by Public Announcement personnel; § Appropriate time for music and sound effects; § Appropriate location and behavior of fans and mascots, etc. Inappropriate behavior of non-team personnel is the sole responsibility of home management.
z NFHS 2020 Volleyball Points of Emphasis Officials’ Communication § The pre-match conference is a vital tool for all officials, and the first referee should be deliberate in the topics that are discussed in the pre-match conference with R 2. The second referee should be prepared to ask questions and to understand the expectations of the R 1. § One topic of discussion should be the administration of penalties (unnecessary delay and unsporting conduct). Clarifying the responsibilities and mechanics will create a seamless penalty administration.
z NFHS 2020 Volleyball Points of Emphasis Uniform Bottom Compliance The NFHS Volleyball Rules Committee is emphasizing the importance of adhering to the uniform rules as they apply to uniform bottoms – specifically, manufacturer logos. Rule 4 -2 -1 f states, "A single partial/whole manufacturer's logo/trademark/reference, no more than 2¼ square inches with no dimension more than 2¼ inches, is permitted. " Manufacturers are producing spandex marketed for volleyball with multiple large logos along the waistband. These bottoms, worn with uniform tops tucked or untucked, violate this rule. It is the responsibility of the coach to ensure that his/her players wear proper uniforms, which includes items purchased by the individual athlete.

z NFHS 2019 NFHS Rules Changes § 2 -2 -2, 2 -3 j (NEW), 2 -4 -1 e(NEW), 2 -4 PENALTIES 3 (NEW), 9 -8 -1 i: When the ball strikes the cables and/or the diagonal poles used to retract ceiling suspended net systems the referee will stop play and determine if the ball was playable. The referee will signal out-of-bounds or replay. § Rationale: Establishes the cables and diagonal poles used to retract suspended net systems as restricted play and aligns officials’ treatment of a ball striking either the cables and/or the diagonal poles.

z NFHS 2019 NFHS Rules Changes § 4 -2 -1, 4 -2 -1 a (NEW), 4 -2 -1 e (NEW), 4 -2 -2 (NEW): Eliminates the solid-colored uniform requirements, establishes that the libero uniform must clearly contrast with his/her teammates’ uniforms and reorganizes the legal uniform rule. § Rationale: Clarifies the requirements for all legal uniforms and simplifies the requirements for the contrasting libero uniform maintaining the compliance of all currently compliant team and libero uniform jerseys.

z NFHS 2019 NFHS Rules Changes § 4 -2 -4 b: Eliminates the use of double zero (00) as a uniform number option. § Rationale: Eliminates confusion surrounding the signaling of “ 00” and “ 0”. § 4 -2 -4 c: Beginning with the 2023 season the body of the uniform number must clearly contrast with the uniform top regardless of borders. This will eliminate the allowance of borders to provide contrast between the number and the uniform number. § Rationale: Allows officials and scorers to easily identify uniform numbers.
z NFHS 2019 NFHS Rules Changes § 5 -5 -1 b; 5 -6 -1 b; 7 -1 -1 a; 7 -1 PENALTIES 1; 7 -1 -2; 7 -1 -4; 7 -1 -4 PENALTIES 1, 2: Requires the second referee to collect team rosters at the pre-match conference while allowing changes to be made until 10 minutes remain on the pregame clock and establishes lineups to be submitted to the second referee before each set. § Rationale: Eliminates warmup interruptions by officials requesting rosters with 10 minutes remaining on the warmup clock, allowing for a smoother warmup process for coaches, players, officials and scorers.

z NFHS 2019 NFHS Rules Changes § 5 -9 -2 a NOTE: Establishes that the line judge shall take their position and move in line with the extension of the end line when the ball is being served near the line judge’s position replacing the old technique to move directly back in line with the sideline. § Rationale: Allows the line judge to watch for foot contact with the end line and move quickly back for a of the sideline. This is a more appropriate position and transition for line judges.
