Consequences of the Russo-Japanese war • Witte was able to negotiate a “light” peace agreement in Portsmouth: the Russians wouldn’t pay reparations, they would keep half of the island of Sakhalin and retain their dominance in Manchuria. • NEVERTHELESS, the defeat in the war marked a turning point in the foreign policy of Tsarist Russia. For the first time, Russian foreign policy will be strictly limited ---- DOMESTIC ISSUES MUST BE ADDRESSED. • It became the catalyst for the 1905 revolution. Lack of military preparations and eventual crushing defeats led to vast increase in discontent and calls for reform, as greater parts of the Russian public saw the government as incompetent. Furthermore, the war worsened the economic plight of the peasants and workers in causing food and fuel shortages, high prices and unemployment. • This made promising conditions for the spread of opposition ideas - as socialist leader Plekhanov wrote the war “promises to shatter to its foundations the regime of Nicholas II”.
