Principles of Animal Welfare Guiding principles for animal welfare That there is a critical relationship between animal health and animal welfare. That the internationally recognised ‘five freedoms’ (freedom from hunger, thirst and malnutrition; freedom from fear and distress; freedom from physical and thermal discomfort; freedom from pain, injury and disease; and freedom to express normal patterns of behaviour) provide valuable guidance in animal welfare. Ruko Bidex I 12, Jl. Pahlawan Seribu, BSD City, Tangerang Selatan, Banten 15332 Email: info@globalcompliance. asia Phone: +62 21 538 5127 Fax: +62 21 538 5127 Website : www. globalcompliance. asia
Guiding principles for animal welfare ……. . Continued That the internationally recognised ‘three Rs’ (reduction in numbers of animals, refinement of experimental methods and replacement of animals with non-animal techniques) provide valuable guidance for the use of animals in science. That the scientific assessment of animal welfare involves diverse elements which need to be considered together, and that selecting and weighing these elements often involves value-based assumptions which should be made as explicit as possible. Ruko Bidex I 12, Jl. Pahlawan Seribu, BSD City, Tangerang Selatan, Banten 15332 Email: info@globalcompliance. asia Phone: +62 21 538 5127 Fax: +62 21 538 5127 Website : www. globalcompliance. asia
Guiding principles for animal welfare ……. . Continued That the use of animals in agriculture, education and research, and for companionship, recreation and entertainment, makes a major contribution to the wellbeing of people. That the use of animals carries with it an ethical responsibility to ensure the welfare of such animals to the greatest extent practicable. That improvements in farm animal welfare can often improve productivity and food safety, and hence lead to economic benefits. Ruko Bidex I 12, Jl. Principles of Animal Welfare General principles for the welfare of animals in livestock production systems Genetic selection should always take into account the health and welfare of animals. Animals chosen for introduction into new environments should be suited to the local climate and able to adapt to local diseases, parasites and nutrition. The physical environment, including the substrate (walking surface, resting surface, etc. ), should be suited to the species so as to minimise risk of injury and transmission of diseases or parasites to animals. Ruko Bidex I 12, Jl. Pahlawan Seribu, BSD City, Tangerang Selatan, Banten 15332 Email: info@globalcompliance. asia Phone: +62 21 538 5127 Fax: +62 21 538 5127 Website : www. globalcompliance. asia
General principles for the welfare of animals in livestock production systems ……. . Continued The physical environment should allow comfortable resting, safe and comfortable movement including normal postural changes, and the opportunity to perform types of natural behaviour that animals are motivated to perform. Social grouping of animals should be managed to allow positive social behaviour and minimise injury, distress and chronic fear. Ruko Bidex I 12, Jl. Pahlawan Seribu, BSD City, Tangerang Selatan, Banten 15332 Email: info@globalcompliance. asia Phone: +62 21 538 5127 Fax: +62 21 538 5127 Website : www. globalcompliance. asia
General principles for the welfare of animals in livestock production systems ……. . Continued For housed animals, air quality, temperature and humidity should support good animal health and not be aversive. Where extreme conditions occur, animals should not be prevented from using their natural methods of thermoregulation Animals should have access to sufficient feed and water, suited to the animals' age and needs, to maintain normal health and productivity and to prevent prolonged hunger, thirst, malnutrition or dehydration. Ruko Bidex I 12, Jl. Pahlawan Seribu, BSD City, Tangerang Selatan, Banten 15332 Email: info@globalcompliance. asia Phone: +62 21 538 5127 Fax: +62 21 538 5127 Website : www. globalcompliance. asia
General principles for the welfare of animals in livestock production systems ……. . Continued Diseases and parasites should be prevented and controlled as much as possible through good management practices. Animals with serious health problems should be isolated and treated promptly or killed humanely if treatment is not feasible or recovery is unlikely. Where painful procedures cannot be avoided, the resulting pain should be managed to the extent that available methods allow. Ruko Bidex I 12, Jl. Pahlawan Seribu, BSD City, Tangerang Selatan, Banten 15332 Email: info@globalcompliance. asia Phone: +62 21 538 5127 Fax: +62 21 538 5127 Website : www. globalcompliance. asia
General principles for the welfare of animals in livestock production systems ……. . Continued The handling of animals should foster a positive relationship between humans and animals and should not cause injury, panic, lasting fear or avoidable stress. Owners and handlers should have sufficient skill and knowledge to ensure that animals are treated in accordance with these principles Ruko Bidex I 12, Jl. Pahlawan Seribu, BSD City, Tangerang Selatan, Banten 15332 Email: info@globalcompliance. asia Phone: +62 21 538 5127 Fax: +62 21 538 5127 Website : www. globalcompliance. asia
Requirements The exporter is responsible for the supply chains, along with the importer. Confirmation of death Death must be assured before performing carcase dressing or cutting procedures Ruko Bidex I 12, Jl. Pahlawan Seribu, BSD City, Tangerang Selatan, Banten 15332 Email: info@globalcompliance. asia Phone: +62 21 538 5127 Fax: +62 21 538 5127 Website : www. globalcompliance. asia
Lairage Requirements Design of lairage The lairage should be design to allow a one-way animals from unloading to the point of slaughter. Races should be arranged in such a way as to permit inspection of animals at any time, and to permit the removal of sick or injured animals when considered to be appropriate, for which separate appropriate accommodation should be provided. The lairage should have a room to animal to stand up and lie down and, when confined in pen, to turn around, except where the animal is reasonably restrained for safety reasons. Ruko Bidex I 12, Jl. Pahlawan Seribu, BSD City, Tangerang Selatan, Banten 15332 Email: info@globalcompliance. asia Phone: +62 21 538 5127 Fax: +62 21 538 5127 Website : www. globalcompliance. asia
Design of lairage …. continued Fractious animals should be slaughtered as soon as possible after arrival at the slaughterhouse to avoid welfare problems. Holding pens should be designed to allow as many animals as possible to stand or lie down against a wall. Passageways and races should be either straight or consistently curved, as appropriate to the animal species. Passageways and races should have solid sides, but when there is a double race, the shared partition should allow adjacent animals to see each other. For pigs and sheep, passageways should be wide enough to enable two or more animals to walk side by side for as long as possible. At the point where passageways are reduced in width, this should be done by a means which prevents excessive bunching of the animals. Ruko Bidex I 12, Jl. Pahlawan Seribu, BSD City, Tangerang Selatan, Banten 15332 Email: info@globalcompliance. asia Phone: +62 21 538 5127 Fax: +62 21 538 5127 Website : www. globalcompliance. asia
Design of lairage …. continued Animal handlers should be positioned alongside races and passageways on the inside radius of any curve, to take advantage of the natural tendency of animals to circle an intruder. Where one-way gates are used, they should be of a design which avoids bruising. Races should be horizontal but where there is a slope, they should be constructed to allow the free movement of animals without injury. In slaughterhouses with high throughput, there should be a waiting pen, with a level floor and solid sides, between the holding pens and the race leading to the point of stunning or slaughter, to ensure a steady supply of animals for stunning or slaughter and to avoid having animal handlers trying to rush animals from the holding pens. The waiting pen should preferably be circular, but in any case, so designed that animals cannot be trapped or trampled. Ruko Bidex I 12, Jl. Pahlawan Seribu, BSD City, Tangerang Selatan, Banten 15332 Email: info@globalcompliance. asia Phone: +62 21 538 5127 Fax: +62 21 538 5127 Website : www. globalcompliance. asia
Design of lairage …. continued Ramps or lifts should be used for the loading and unloading of animals where there is a difference in height or a gap between the floor of the vehicle and the unloading area. Unloading ramps should be designed and constructed so as to permit animals to be unloaded from vehicles on the level or at the minimum gradient achievable. Lateral side protection should be available to prevent animals escaping or falling. They should be well drained, with secure footholds and adjustable to facilitate easy movement of animals without causing distress or injury. Ruko Bidex I 12, Jl. Pahlawan Seribu, BSD City, Tangerang Selatan, Banten 15332 Email: info@globalcompliance. asia Phone: +62 21 538 5127 Fax: +62 21 538 5127 Website : www. globalcompliance. asia
Construction of lairage Lairages should be constructed and maintained so as to provide protection from unfavourable climatic conditions, using strong and resistant materials such as concrete and metal which has been treated to prevent corrosion. Surfaces should be easy to clean. There should be no sharp edges or protuberances which may injure the animals. Floors should be well drained and not slippery; they should not cause injury to the feet of the animals. Where necessary, floors should be insulated or provided with appropriate bedding. Drainage grids should be placed at the sides of pens and passageways and not where animals would have to cross them. Discontinuities or changes in floor, wall or gate colours, patterns or texture which could cause baulking in the movement of animals should be avoided. Ruko Bidex I 12, Jl. Pahlawan Seribu, BSD City, Tangerang Selatan, Banten 15332 Email: info@globalcompliance. asia Phone: +62 21 538 5127 Fax: +62 21 538 5127 Website : www. globalcompliance. asia
Construction of lairage…. . continued Lairages should be provided with adequate lighting, but care should be taken to avoid harsh lights and shadows, which frighten the animals or affect their movement. The fact that animals will move more readily from a darker area into a well-lit area might be exploited by providing for lighting that can be regulated accordingly. Lairages should be adequately ventilated to ensure that waste gases (e. g. ammonia) do not build up and that draughts at animal height are minimised. Ventilation should be able to cope with the range of expected climatic conditions and the number of animals the lairage will be expected to hold. Ruko Bidex I 12, Jl. Pahlawan Seribu, BSD City, Tangerang Selatan, Banten 15332 Email: info@globalcompliance. asia Phone: +62 21 538 5127 Fax: +62 21 538 5127 Website : www. globalcompliance. asia
Construction of lairage…. . continued Care should be taken to protect the animals from excessively or potentially disturbing noises, for example by avoiding the use of noisy hydraulic or pneumatic equipment, and muffling noisy metal equipment by the use of suitable padding, or by minimising the transmission of such noises to the areas where animals are held and slaughtered. Where animals are kept in outdoor lairages without natural shelter or shade, they should be protected from the effects of adverse weather conditions. Ruko Bidex I 12, Jl. Pahlawan Seribu, BSD City, Tangerang Selatan, Banten 15332 Email: info@globalcompliance. asia Phone: +62 21 538 5127 Fax: +62 21 538 5127 Website : www. globalcompliance. asia

How Thailand can comply Defining Risk • Inherent Risk: The risk that an activity would pose if no controls or other mitigating factors were in place (the gross risk or risk before controls) • Residual risk is also known as your “vulnerability” or “exposure” the risk that remains after you have attempted to mitigate the inherent risk. Companies can only understand residual risk if they have first addressed inherent risk. Ruko Bidex I 12, Jl.
