What Is Terrorism? The unlawful use of force or violence committed by a group or individual against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives. --U. S. Department of Justice Visual 8. 2

B-NICE Indicators Environmental indicators: w Out of place and unattended packages, boxes, or vehicles w Packages that are leaking w Unusual materials or equipment w Small explosions that disperse liquids, mists, or gases w Unusual odors or tastes Visual 8. 13
B-NICE Indicators Physical indicators: w Many casualties without signs of obvious trauma w Victims who are exhibiting similar symptoms w Large numbers seeking medical attention Visual 8. 14
Preparing for Terrorism w Assembling a disaster supply kit. w Identify a safe room and meeting place outside of w w the home or workplace. Develop a family communication plan. Learn shelter-in-place procedures. Visual 8. 15
Shelter-in-Place Procedures w Shut off ventilation system. w Go to safe room with disaster supply kit. Ø Duct tape plastic sheeting over openings where outside air can come in. Ø Seal with duct tape other areas where air can come in. Ø Listen to battery-powered radio for all clear. Visual 8. 16
CERT Guiding Principles w Team safety is the number one priority. w Always do a thorough sizeup. Ø What are the dangers? Ø What are team capabilities? Ø What are team limitations? Visual 8. 17
CERTs and Terrorist Incidents w Do not touch it! w Move away from the object or area. w Report it to authorities. Caution! Using cellular phones or two-way radios may detonate an explosive device! Visual 8. 18
Self-Care During Terrorist Incidents At the incident: w Limit exposure time. w Increase the distance from the hazard. w Add shielding. Visual 8. 19
Basic Decontamination Procedures w Leave the contaminated area. w Take decontamination action. Remove everything. Ø Wash hands before using them to shower. Ø Shower or flush with cool water. Ø Blot dry. Report for decontamination. Ø w Visual 8. 20
