Development Trends in the Western Balkans • Climate change: precipitation; temperatures; irrigation and crops at risk • Energy: HPPs - volatile character and unsustainable • Increasing urbanization & decreasing informality • Boosting demand in tourism – more infrastructure investments • China, Russia, Turkey and Arab countries – large investors in the region, catching up with EU portfolio • Stricter regulations and shift in investments priorities due to EU integration and climate change • 2018 -2050: 14% of population lost due to migration, more disparities, & shortages in labour market • More governance layers introduced, cooperation between places increased, more emphasis on functional regions
Key Territorial Governance Challenges • Insufficient administrative capacities at local and central government levels • Poor national and regional territorial planning (leading e. g. to sprawl) • Poor horizontal cooperation between sectors and stakeholders • Poor place-based governance • Lack of a development vision at a domestic level • Low cooperation among countries in the Western Balkans
