Mission of TBDR • Tennessee Baptist Disaster Relief is a cooperative, volunteer ministry of the Tennessee Baptist Convention and its affiliated churches. It is totally dependent upon volunteers who give of their time, energy, talents and finances to assist others in a time of disaster. The ministry is led by the State Director, an employee of the Executive Board of the Tennessee Baptist Convention. He and one administrative assistant are the only employees working primarily with Disaster Relief.

Volunteer Requirements • 1) Because of agreements with national agencies and organizations, Tennessee Baptist Disaster Relief has the following requirements for volunteers: Must be a member of a cooperating Tennessee Southern Baptist Church. 2) Must be at least 18 years of age. 3) Must have satisfactorily completed the training course, “Introduction to Southern Baptist Disaster Relief” and specialized training. 4) Must complete an application and be approved for service. 5) Must have a servant heart. 6) Must be ready to show Christ’s love in action 7) Must be flexible. 8) Must be trained by TBC-certified instructors. 9) Certain units may require criminal background checks (e. g. Childcare unit). 10) Certain responsibilities may require background checks, motor vehicle checks and special licensing requirements. (e. g. driver for any state equipment)
Volunteer Responsibilities: • Responsible for own insurance coverage and medical expenses if injured or ill during activation. • Responsible for own transportation to and from activation site. • Must be able to follow instructions and guidelines from DR officials during a response. Failure to do so will result in volunteer being instructed to return home.
What is Site Security? • Site Security is tasked with the mission to provide for the safety of volunteer team members as they serve on disaster relief assignments and to safeguard the equipment and assets assigned to Disaster Relief by the Tennessee Baptist Convention.
What is expected of Security • To enter this ministry with prayer and God’s leadership • To follow leadership of TBDR and Site Supervisor • To work with other volunteers to support their mission and duties • To be diligent in the performance of tasks • To be a supportive member of a team • Accept tasks and perform duties
What Site Security is NOT! It is not: q. A paramilitary unit q. A police or LEA q. A group of intimidators, bullies, or the power at a site q. A group to take the law into their own hands q. A self contained unit of force –
Who can serve as a Security Specialist • An active commissioned LEO • A retired commissioned LEO
Who can serve as Security Patrol? • Licensed Armed State Certified Security • Licensed Unarmed State Certified Security
Who can carry a weapon? Nationwide: • Active commissioned LEO • Retired LEO (with active commission) Tennessee Only: • State Licensed Armed Security
Purpose of being armed at a site • Defense of yourself and others only! Only if life and limb are in jeopardy. • Weapons will not be withdrawn from a holster unless in defense and with intent to use
The issue of Commission or License • POST certified LEOs are recognized across the nation • Armed Security Licenses are recognized in the state of issue only • Retired POST certified LEOs are not recognized unless they have had their commissions remain active by an LEA
Security Patrol Authority (Unarmed) • No more authority than a normal citizen • Commissioned LEO may make arrest • Citizen Arrests are subject to laws of the local governmental agency and the state where the arrest is made • Subject to legal action for unreasonable search and seizure, detaining, restraining, or unlawful arrest.
Limits to Armed Authority • A citizen is legally justified in using deadly force against another only if: (A) The citizen actually believes deadly force is necessary to prevent an imminent threat of death, great bodily harm, or sexual assault and (B) The facts and circumstances prompting that belief would cause a person of ordinary firmness to believe deadly force was necessary to prevent an imminent threat of death, great bodily harm, or sexual assault, and (C) The person using deadly force was not an instigator or aggressor who voluntarily provoked, entered, or continued the conflict leading to deadly force, and (D) Force used was not excessive - greater than reasonably needed to overcome threat posed by a hostile aggressor.
Duty to Retreat • Duty To Retreat Before Using Deadly Force- Unless Duty To Retreat Before Using Deadly Forcean exception such as those listed below applies, a citizen must retreat before using deadly force if retreat is possible. Exceptions A. There is no duty to retreat before using deadly force if the assault threatens imminent death or great bodily harm - a murderous or felonious assault or sexual assault. B. There is no duty to retreat before using deadly force if the victim is on his or her own premises, or on his or her business premises, or is at home.
Deadly Force in Defense of Others A Citizen may intervene and use deadly force in defense of another person when, under the facts and circumstances, it reasonably appeared necessary to save the other person from imminent threat of death, great bodily harm, or sexual assault but only to the extent the other person was entitled to use deadly force in self-defense.
Deadly Force MAY NOT Be Used (A)To Stop a Simple Assault. (The exact point in time a simple assault becomes deadly is often unclear. Repeated blows to vital body areas, choking, continued beating on a helpless or weakened victim, are some indicators). (B) Because of the Use of Violent Language and Communicating threats. (C) Because a Trespasser Refuses to Leave (D) To Arrest a Criminal or to Prevent a Criminal's Escape
Use of force to protect property The law does not permit the use of deadly force solely to protect property, or to prevent theft, or to regain stolen property. An owner CANNOT shoot at a thief - before, during, or after a theft. The same rule prohibits deadly force to prevent injury or vandalism to property. A different rule applies if life is imminently threatened at the same time property is threatened. Deadly force used to prevent an armed robbery is force used to protect life, not to protect property.

How you will be notified • You will be notified by the State Coordinator • Notification of Ready Alert will be sent via Ready Alert email and text to all team members • Specific notifications will be by phone and you will need to indicate a go/no go. • Selection will be based upon training, location, need, and at random • You may not be asked for the first or second wave but as third or fourth level of relief as the situation dictates
What you will need to bring • Items directed by your Introduction to Disaster Relief Class instructor and the check sheet of necessities • Clothing for a week suitable for weather (approved uniform) • Foul weather gear • Duty belt with accoutrements • Flashlight / lantern • If armed – approved weapon, carry holster, extra ammunition, locking device • Certified less deadly weapons (pepper spray, baton, or taser) as licensed and trained in use • Knife of some type or utility fold-up tool
Approved UNIFORM • • Required: Kaki or tan pants (Dickies, BDU, etc)/ appropriate shorts for extreme heat Black baseball cap with Security on front Black boots (tactical or work) high tops for ankle support • OPTION 1: Khaki/black “ 511 Tactical Vest with “TBC-DR logo on right side and “Security” on the right side front, and “Security” across the back. With black shirt or TBCDR blue shirt • • OPTION 2: Light blue TBCDR Polo Shirt with Security monogrammed above logo • • OPTION 3: Black T Shirt or black polo shirt with Security on Back and Left Chest with TBCDR Logo Patch above • • OPTION 4: Kaki BDU pants and Kaki BDU Shirt w/ TBCDR patch on left shirt pocket/ Security (Kaki/tan with black letters) on strip (nametag) just above seam of pocket flap w/Name strip on same place of right pocket Black or navy blue undershirt • Black, Tan, or Navy Blue jacket (as needed) with TBCDR patch and Security monogram or patch in White or reflective silver on front (left chest)
Notification, Contact, Assembly, Marshalling, Convoy, Information sharing, Reporting for duty • Notification by telephone, text, and email • Information concerning assembly points will be made at time of notification • Marshalling areas are fluid at best. We will notify upon arrival at Assembly area • Units will convoy with TBDR units to site • Information will be open to all and conveyed as soon as it is obtained • Upon reporting for duty you will sign in indicating your presence for duty.
Duty Roster and Assignments • Decisions for Assignments will be made upon arrival by Supervisor In Charge (SIC) • Schedules for shifts, length of duty, patrol specifics and post orders will be made and rotated as needed. Patrol Mount will be made at the beginning of First Shift (TBD) • Information board will be maintained with daily assignments at the TOC
Post Standing Orders • As posts are established the needs of the Site Coordinator will develop the needs of each post. • Each Post will have instructions per directive of the Site Coordinator • These Standing Orders will remain in place until changed by the Site Coordinator according to needs
Incidents • An incident is a single distinctive event and is not a normal routine activity • All incidents will be reported on TBDR Incident Report Forms and follow-ups will be executed by the Officer-In- Charge and forwarded to Site Supervisor and the Director of TBDR.
SECURITY TRAILER • It has been fitted with four bunk beds (small people on top, large on bottom) • It has black-out curtains (not to be removed) from the bunk room • Has air condition if it is connected and working • Has microwave and refrigerator. Will not have bathroom or water hooked up. Will use Volunteer facility • Will have secured lock boxes for weapons • Keep it Clean

Relief and Meals • Posts will be maintained until relieved • Short relief breaks can be managed by other than site security • Meal breaks will be by other Security • Extreme weather conditions may increase breaks and length of breaks (TBD at site) • Posts will NEVER be abandoned
Off-Duty • If an person has been trained in another specialty and they wish to participate while off-shift they may do so if the duty is within close proximity of the security duty site (i. e. laundry, meals, etc) • No more than the time of half shift is allowed so they will not be fatigued for security duty • Will need to notify SIC before working
Period of Service • The Tennessee Baptist Disaster Relief has established that all volunteers are limited to one week service for a tour of duty. • Volunteers may return after a reasonable time away from the site.
Standing Down • Release from deployment will be the authority of the Director of Tennessee Baptist Disaster Relief • Duties required in a draw down of service will be assigned as needed
Leaving Site • Security will need to be one of the last units to withdraw from a site. • It will be the duty of Security to comb the grounds and facilities for anything left behind. Articles will be tagged and stored • Security should convoy with other units until within proximity of the home base.
