• CONTEXT - Recall article 4. 5 of the Convention on the transfer of Technologies. - Implementation of the EGTT by the Convention to make proposals for the development, deployment and diffusion of technology transfer. "The Assessment need of technology transfer" has been retained as a necessity for developing countries. - Decision taking on Cancun for implement of “Technologies Mechanism“ permit to reinforce this action. - After a first summary assessment of the need for technologies in 2002, UNEP in relation to GEF funded TNA to 35 to 45 developing countries including MALI for 18 months.
• OBJECTIVES OF TNA - Identify and prioritize mitigation and adaptation technologies and sectors. - Identify barriers to deployment and dissemination of priority technologies. - Develop an institutional framework to overcome the obstacles and develop a Plan of Action technology (PAT). - Establish projects sheets.
• METHODOLOGIES OF TNA - Appointment of a National Coordinator. - Establishment of a National technical team. - Choice two offices for consultation on the mitigation and adaptation. - Identification of stakeholders and informal consultations. - Literature review (policy, institutional, technical, etc. ). - Workshop of Exchange and work with the stakeholders sessions.
- Choice 2 priority areas for adaptation and 2 others for mitigation. - Analyses multi-criteria for prioritization of technologies. - Choice the 4 first identified technologies. - Preparation of fact sheets for technologies selected. - Identification of barriers concerning those 4 technologies. - Market study. - Development of action plans.
• CRITERA FOR PRIORITIZATION OF TECHNOLOGIES ØMaturity of the associated technology of transformation (proven or not); ØPotential reduction of greenhouse gas emissions; Ø Vulnerability to climate change technology; ØCost of financing technology; ØContribution of technology to the socio-economic development of the country. With a consensual notation system (participation action).
• IDENTIFIED PRIORITY TECHNOLOGIES Ø Choice of SECTORS In Mali, following the GHG inventory, the Agricultural sector was retained the largest emission and technologies have been identified in adaptation and mitigation as well. ØTwo other sectors have been selected: Energy for the mitigation and Water resource for adaptation.
ØPrioritization of technologies for adaptation Sector Prioritary of technology Agriculture Water resource -Practice of forage crops, -Crop technique on contour, -Agro météo assistance, -Use of the agricultural varieties adapted to the CC, -Dissemination of the “Métis bovine” breed mature Ze. Bu Dama, -Rice-fish farming, -Regeneration of the bourgoutières, -Method plasa (plant without water) -The Zaî -Irrigation drop by drop. -Drilling -Small dams of water - Rock of puddles -Modern wells large scale -Small dams filtering -Construction of tank for the collection of rain water -Distort and sliced channels -Improvement of the bed of streams -Well tank -Wells and drilling.

• ONGOING ACTIONS. - Identification of barriers (institutional, organizational, technical, financial, social and cultural etc. ) - Market study - Development of National Action Plan. • CONCLUSION The 16 priority technologies chosen including other identified are the means by which their transfers and their applications to large scales will enable to combatte against climate change.
• RECOMMENDATION Take appropriate actions to facilitate the implementation of national action plan so that it does not remain in the "drawers".
