Purchase of bee queens 2. Purchase of swar m analyses of honey; 3. Purchase of bee families restocking of hives; applied research programmes; 5

Measures & Actions First Program 2008 – 2010 Objective – a healthy bee population 1. Control of varroasis determined the authorities, after consultations with the beekeeping associations, to include the measure “control of varroasis” in the Romanian National Apiculture Programme • Controlling Varroa was considered essential for a successful beekeeping • The spread of varroasis in the last decade • The problems which this disease may cause to honey production • The fact that it cannot be completely eradicated • The high number of beekeepers (more than 36. 000 in 2007) • The traditional way of beekeeping – transhumance 6

Measures & Actions First Program 2008 – 2010 Objective – support for replacing and increasing the bee colonies with high quality biological material. 2. Restocking of hives • Restocking of hives in Romania • Increasing the productivity of bee families • Improving the biodiversity by pollination • Improving the apiaries health • Decreasing the use of treatments by using strong and healthy families 7

Measures & Actions R. 1308/2013, R. 1368/2015, R. 1366/2015 National Apiculture Programme 2017 -2019 Five measures ü ü ü ü technical assistance to beekeepers and beekeepers' organisations; combating beehive invaders and diseases, particularly varroasis; rationalisation of transhumance; measures to support laboratories for the analysis of apiculture products; restocking of hives; applied research programmes; market monitoring; enhancement of product quality with a view to exploiting the potential of products on the market. 8

Measures & Actions R. 1308/2013, R. 1368/2015, R. 1366/2015 • Ministry of Agriculture and Rural Development • National Agency for Breeding and Reproduction • National Paying Agency • Sanitary Veterinary Authority National Apiculture Programme 2017 -2019 Five measures • Working groups (beekeepers, national experts and representatives of the different beekeeper associations) • Priorities of the programme: • The health of bee families; • Apiaries improvement ü improving the genetic quality of biological material by restocking ü improving technology by purchasing new tools • High quality products; • Better knowledge in technology and veterinary aspects • Strengthening associative forms – the cooperatives 9

Measures & Actions National Apiculture Programme 2014 -2016 Five measures (a) technical assistance to beekeepers and groupings of beekeepers - Purchasing of tools: centrifuge, stainless steel steam wax melter by the cooperatives (b)control of varroasis and other diseases - Purchasing of medicines, biological products to treat varroasis and nosema; (c) rationalisation of transhumance; - Purchasing of hives in order to replace the old one after the transhumance - Purchasing of apiculture accessories - pollen collector, propolis collector, pollen dryer, honey warmer (d)measures to support laboratories - Purchasing high equipment for a national laboratory (e)measures to support the restocking of hives in the Community; - Purchasing of queens and bee families 10

Results & Challenges Ø Lack of experience regarding National Apiculture programme for beekeepers Ø Reluctant beekeepers to the EU programmes Ø Insufficient funds Ø Recruiting young beekeepers to the sector Ø New needs for the beekeepers Ø Impossibility to have research programs (three year program, but implementation in full within the financial year concerned!) Ø Providing adequate funding for honey bee research measures 14
