Work Zone Manual Describes background and details for completing the TMP Workbook n To be used as a reference to the Workbook n Descriptive “how-to” for completion of Workbook n
Part 1 – Purpose & Commitment Department has taken the initiative to apply this process to all projects under TDOT control n Three Primary Goals n – Maximize safety – Minimize delay – Promote consistency
Part 2 – Procedures & Initiatives Roles & Responsibilities n Types of Projects n – PPRM, Design, Structures, Maintenance n Processes – Not to change current, just tying it all together
Part 2 – Procedures & Initiatives n Standing TMP’s – Routine, recurring activities/projects within the Design or Maintenance Divisions – Ex: resurfacing, pot hole repair, on-call contract activities n Exempt Activities – Ex: litter removal, mowing, etc.
Part 2 – Procedures & Initiatives n Training – All personnel involved in the development, design, implementation, operation, inspection and enforcement of work zone related transportation management and traffic control n n Performance Assessment Process Review – Standing Committee on Work Zones
Part 3 – Significance Assessment n Considerations for Assessment – Project Location – ADT – Urban/Rural Setting – Route Type
Part 3 – Significance Assessment A Significant Project is one for which any of the following criteria exist: n n On the interstate system located within a recognized TMA that occupies a given location for at least three days duration with either continuous or intermittent lane closures. On an interstate route or any route with an AADT of at least 50, 000 vehicles per day for which all lanes in one direction will be closed to traffic. The delay through the limits of the work zone is at least 30 minutes above the normal delay under typical non-work conditions. Deemed Significant by extraordinary qualitative characteristics. This determination may be made on the basis of conditions such as high levels of public interest, business/community impacts, or long work zone duration.
Part 3 – Significance Assessment n Can also consider qualitative criteria – Business impacts – Detour effects – Effect on public – Careful consideration
Part 4 – TMP Development n Description of Potential Strategies – TTC, TO, PI - comprehensive list of strategies – Based on current Department practice – Encourages consideration of innovative practices
Part 4 – TMP Development n Temporary Traffic Control – Work Zone Construction Strategies – Traffic Control and Safety Device Strategies – Coordination and Contracting Strategies – Advanced Material and Methodology Strategies

Implementation The Manual is a dynamic document n The Work Zone Committee will evaluate after first year of use n Committee also charged with: – Process Review – Training of staff & law enforcement – Subpart K compliance n
