TANZANIA STATUS OF NATIONAL EVALUATION POLICY By Dr. Francis Mwaijande- Tanzania Evaluation Association Sono Kusekwa- MEASURE-Evaluation 28 th March, 2017 Kampala, Uganda

National Evaluation Policy • Is there NEP in place? Not Yet! BUT • Tan. EA Strategic Plan 2016/17 -2020/21– advocates for the development of the National Evaluation Policy • The stakeholders include: • The Government [Ministry of Finance-Planning Commission] • National Parliament • Development partners [Unicef, …. ? ]

National Evaluation System • Doesn’t exist as long as NEP doesn't

The Role of Tanzania Evaluation Association (VOPE) • Advocating for the National Evaluation Policy • Promoting evaluation culture • getting the government, parliament buy-in • Engaging stakeholders in decision making processes to demand for data and evidence • Building capacity for evaluation • SDGs M&E framework mainstreamed in the FYDP • Professionalization of evaluation

Challenges • Getting government buy-in for evaluation • Lack of Champion for evaluation in the Parliament • Lack of evaluation culture • Capacity for evaluating SDGs/ equity focused and gender responsive • Financing for promoting evaluation culture and capacity building

Efforts in evaluating SDGs/ equity focused and gender responsive evaluation • Exist only in the Tan. EA Strategic plan to be launched in May 2017. • You are all pledged to support Tan. EA’s Strategic Plan 2016/17 -2020/21
