The situation in Poland before SWORD Vocational Education and Training system is mainly school-based.

The situation in Poland before SWORD Vocational Education and Training system is mainly school-based. Vocational education is provided in the occupations covered by the classification of the occupations taught in vocational schools. Practical vocational training is organised in school laboratories and workshops, in conditions as close as possible to real working conditions. As a part of practical vocational training, traineeships are obligatory for all occupations at technical and post-secondary level and take place in the enterprises relevant for a given occupation. The period of traineeship lasts from 4 to 12 weeks, depending on the occupation. There’s no demand to provide dual learning. Vocation Education and Training system is dual in Handicraft. Vocational education is provided in the handicrafts occupations covered by the classification of handicraft occupations (governed by autonomous law for Handicraft). Practical vocational training is organised in companies and/or at craftsmen. The situation in Poland after SWORD Vocational Education and Training system is still mainly school-based Vocational education is provided in the qualifications covered by the classification of qualifications taught in vocational schools. From August 2015 the dual learning is legally permitted. Schools are allowed to cooperate with companies in terms of organization and conduction of practical part of learning in companies. The practical aspect of dual learning in Poland is different than in Germany (or Austria). Schools are still responsible for organization and quality assurance of learning. Since last few years it is more often that companies are taking the initiative to organize the dual learning in coopertion with vocational schools. The dual learning is starting to work but mainly in basic vocational schools (EQF level 3). There are still barriers to implement dual learning in technical schools (EQF level 4) because of restrictions of Core Curriculum layed toward maturity exam preparation for students. Pilot project in Poland In the school year 2016/2017 the cooperation between Technikum in Owidz and Flex company in Tczew was developed. 25 students - Electronic Technicians attended the internship in Flex. They had 160 hours of practical training in the company according to the core curriculum and it was obligatory to pass the 3 rd class of Technical Secondary School. Also 7 students - IT Technicians decided to attend the internship in Flex. The cost of the internship is paid by the company, and students must cover the cost of transport. The company is not paying any money to students. Company has got their own tutors, who are responsible for the internship, for the registering and assessment. However the training programme is based on the core curriculum, the school and the company try to discuss the details and for example they decided to implement more hours of measurement, they implemented more hours of training in the company lab. Challenges • The restrictions of core curricula and lack of flexibility is a constraint. There’s a need to implement more practical training in a company but it’s not possible or very difficult. In our case, the company Flex and vocational teachers would like to implement more dual system, e. g. 1 day in a company every 2 weeks (since 2 nd class). Maybe in future it will be possible, however there’s not a decision to implement it now. • There is still not enough awareness among employers how important is the cooperation with schools and the offer of internship in a company. Some employers are convinced that they must have financial benefits for vocational training. They don’t want to invest any money to this process. Thank you for your attention !
