Concept Rationale : To further the efforts of the Government in: q Developing urban nodes with growth potential located outside Colombo in priority economic corridors and important nodes across the country. q Providing Transformative Investments to aim at creating livable Urban Environments and prosperous communities that can leverage industrial linkages. q Developing Strategic Cities in the country for balanced development. 4

Asian Development Bank Loan Component Phase I : Technical Assistance (TA) - 05 Million USD Phase II : Main Loan for implementation - About 200 - 225 Million USD

Proposed Implementation Arrangements ü Executing Agency : Ministry of Megapolis and Western Region Development. ü Coordination Unit : Project Management Unit of SCDP ü Implementation Units will be set up in the cities for execution ü Active Engagement of Local Authorities and other Stakeholder agencies will be the Key Featue ü TA loan for Designs and then the Main Loan for Implementation TA Loan : • To prepare plans (if required), the sub-project feasibility and design reports • To commence procurement through advance contracting facility • To be ready with at least around 30% of the Main Loan component for 8 execution of projects before the Loan approval.
