NCAA Points of Emphasis 2000 SUBSTITUTION RULES – The basic principle of intercollegiate football is that all players have the right to compete on an equal basis. With this in mind, it is obvious that offensive and defensive teams must maintain a balance so that neither phase of the game gains an advantage when the ball is snapped. The NCAA Football Rules Committee has noted and received many comments that the substitution of skilled offensive players is timed so closely to the snap that the defense has little or no chance to place personnel in proper positions. Therefore, rules for 2000 prohibit “late substitution(s) and snapping the ball with an obvious attempt to create a defensive disadvantage. ” This restriction does not allude to a “hurry-up” offense near the end of a half, where the purpose is to start as many plays as possible in minimal-time situations. © 2010 TASO Football Division FOOTBALL

SUBSTITUTIONS UNLIMITED SUBSTITUTIONS 3 -5 -1: Any number of legal substitutes for either team may enter the game between periods, after a score or try, or during the interval between downs only for the purpose of replacing a player(s) or filling a player vacancy(ies). © 2010 TASO Football Division FOOTBALL
SUBSTITUTIONS 3 -5 -2 -a: No incoming substitute shall enter the field of play or an end zone while the ball is in play (live-ball foul) [S 22]. The ball MUST be dead! So, if a team only has 10 players on the field at the snap, they cannot send an 11 th player out while the ball is live. © 2010 TASO Football Division FOOTBALL
SUBSTITUTIONS 3 -5 -2 -b: No player, in excess of 11, shall leave the field of play or an end zone while the ball is in play (live-ball foul) [S 22]. AR 3 -5 -2 -I: Any player(s), in excess of 11, obviously is withdrawing but has not reached a boundary line when the ball is put in play and he does not interfere with play or players. RULING: Penalty – 5 yards from the previous spot (Rules 7 -1 -3 -b Penalty and 7 -1 -4 -b Penalty). © 2010 TASO Football Division FOOTBALL

SUBSTITUTIONS 3 -5 -2 -c: § A departing player must immediately leave the field of play including the end zones. § A departing player who leaves the huddle or his position within 3 seconds after a substitute becomes a player, is considered to have left immediately. § A team may not break its huddle with 12 or more players. SUBSTITUTIONS 3 -5 -2 -e: While in the process of substitution or simulated substitution, Team A is prohibited from: 1. Rushing quickly to the line of scrimmage 2. With the obvious attempt of creating a defensive disadvantage. UMPIRES…Freeze the ball! © 2010 TASO Football Division FOOTBALL
SUBSTITUTIONS 3 -5 -2 -e: If the ball is ready for play, the game officials will not permit the ball to be snapped until Team B has placed substitutes in position and replaced players have left the field of play. Team B must react promptly with its substitutes. © 2010 TASO Football Division FOOTBALL
SUBSTITUTIONS AR 3 -5 -2 -IX: After the ball is ready for play and the umpire is in his regular position, Team A quickly replaces some players with substitutes, gets set for the required one second and snaps the ball. The umpire is attempting to get to the ball to allow the defense to match up, but he is unable to prevent the snap. RULING: The play is shut down, the game clock is stopped and the defense is allowed to substitute in response to Team A’s late substitutions. No foul. The play clock is set to 25 seconds and starts on the ready-for-play signal. The game clock starts on the ready-for-play signal or the snap, depending on it’s condition when play was stopped. © 2010 TASO Football Division FOOTBALL
SUBSTITUTIONS ASK YOURSELF… Is Team B TIMELY making their substitutions to match up? (They may not LINGER in an attempt to cause Team A to foul. ) IF YES and play clock expires…Team A foul. IF NO and play clock expires…Team B foul. © 2010 TASO Football Division FOOTBALL

SUBSTITUTIONS IF YOU FEEL TEAM A IS USING THE SUBSTITUTION PROCESS TO CREATE CONFUSION, SHUT THE PLAY DOWN IMMEDIATELY AND WARN! R notify the head coach that any further use of this tactic will result in an unsportsmanlike penalty. 3 -5 -2 -e. Play 1 Team A sends out it’s offensive team after a free kick runback and they go directly to their positions rather than a huddle. The play clock is running and Team B slowly sends out it’s team. The U does not allow the snap while Team B is coming onto the field and the play clock expires. RULING: Penalty – Team B delay. Play 2 B 1 departs the field of play over the end line and goes directly to his team area. RULING: Illegal substitution. Deadball foul. Penalty – Five yards from the succeeding spot. Sound the whistle. © 2010 TASO Football Division FOOTBALL
Play 3 After the ready-for-play signal, A 33, an incoming substitute, enters the huddle or assumes a position in a formation and (a) after approximately two seconds, A 34 leaves the huddle and departs the field of play at his sideline, or (b) after approximately four seconds, A 34 leaves the huddle and departs the field of play at his sideline. Play 4 After the ready-for-play signal, substitute B 12 (12 th player) enters the huddle or defensive formation and the departing player delays more than three seconds before leaving the huddle or formation and departing the field of play. Play 5 After a TD, Team A lines up for the Try in a “swinging gate” formation. With 10 seconds remaining on the play clock, Team A rushes their field goal team onto the field. Team B has the wrong defensive package on the field and (a) tries to substitute which causes them to have more than 11 player on the field when the ball is snapped, (b) calls a timeout to prevent Team A from running a play. RULING: (a) 5 or 15 yd penalty. (b) Stop the game but do not charge Team B with the timeout. © 2010 TASO Football Division FOOTBALL
Play 6 On 3 rd down (no change of team possession), runner A 27 goes out of bounds. There is no other referee’s timeout. Before the next snap, A 75 enters the game and then departs without remaining in the game for one play. FOUL? LIVE BALL OR DEAD BALL? Play 7 Team A has 11 players in the huddle at the readyfor-play signal. A 81 mistakenly thinks he has been replaced and runs to his team area. He is immediately sent back and assumes a position on the LOS near his sideline. The entire team has been stationary for 1 -second prior to the snap. RULING: Live-ball foul. A player loses his status as a participant when he enters the team area while the ball is dead, and then must adhere to substitution rules. Penalty: 5 -yards from the previous spot OR 15 -yards depending on defensive coverage. (3 -5 -2 -d and 9 -22 -b) © 2010 TASO Football Division FOOTBALL
Play 8 Team A has 11 players in its huddle when A 27 approaches the huddle (within 10 yards) as it breaks. RULING: Dead-ball foul. Penalty: 5 yards succeeding spot. Would it make a difference if A 27 was departing instead of incoming? © 2010 TASO Football Division FOOTBALL
Play 9 Team A substitutes into a huddle. Team B timely begins its “match-up” substitution. Team B has more than 11 players on the field at the snap. RULING: Shut down the game. Allow Team B to match up. Set the play clock to 25 seconds and start on the RFP signal. Start the game clock on the RFP signal or snap whichever applies. © 2010 TASO Football Division FOOTBALL
Play 10 Team A substitutes into a formation. Team B waits 5 or 6 seconds before trying to “match-up”. Team A waits a considerable amount of time, but when the ball is snapped, Team B has not completed their substitutions and has more than 11 players on the field. Play 11 Team A substitutes late in the 25 second count. As Team B is making legal corresponding substitutions, the play clock expires. RULING: Team A foul, delay of game. When Team A substitutes late in the count, time must be given to Team B to complete matching substitutions. Therefore, Team A is vulnerable to this foul. © 2010 TASO Football Division FOOTBALL
Play 12 Team A is in its huddle when substitute A 84 enters the huddle. Within 2 seconds, A 80 leaves the huddle and runs toward his team area. When he is more than 10 yards from the huddle, the huddle breaks. A 80 then stops at the 9 -yard mark and A 24, who is one of the players in the initial huddle, goes directly to his team area. RULING: Team A foul, unsportsmanlike conduct, 15 -yard penalty, previous spot. Substitution to confuse opponents. © 2010 TASO Football Division FOOTBALL
Play 13 A 1 leaves the field of play during a down. Team A huddles with 10 players. Substitute A 11 enters, and A 2 simulates leaving the field, but sets near the sideline near his bench area. A 2 runs a deep pass route. RULING: Penalty. 15 -yards from the previous spot. This is a simulated replacement of a player to confuse the opponent. © 2010 TASO Football Division FOOTBALL
Play 14 Between scrimmage downs, one or more Team B substitutes enter the field of play. Before the snap for the next down, more than 11 Team B players intentionally stay on the field of play as long as possible (over 3 -seconds) to disguise the defensive personnel, the defense and pass coverage. RULING: Dead-ball illegal substitution foul on Team B. 5 -yards. © 2010 TASO Football Division FOOTBALL
Play 15 Team A huddles with 11 players. The huddle breaks with 15 seconds on the play clock and 2 players go directly to their team area from the huddle as 2 players come from their team area and take a position in the formation. Team B makes no effort to “match up” and the ball is snapped with 2 seconds on the play clock. RULING: Timing is EVERHTHING! This could go either way.
