2020 Progress on achievements (all budget sources: 18, 23, 11, 35) Objective: To achieve gender equality and women’s empowerment for inclusive and sustainable development in Africa. Result Area 1: Harnessing Demographic Dividend in Africa with Gender a Gender Dimension Progress made to achieving the result area Number of countries adopting sector-specific policies that mainstream gender into their demographic dividend policies by 2020 • Baseline 2019 (1) • Target 2020 (3) • Actual 2020 at Q 2 Progress made in achieving results • Preparations are on going for the Regional workshop on Demographic Dividend with a Gender Dimension, in collaboration with ESCAP. The meeting with be held virtually in the first week of July. • ECA is also working towards finalization of the Operational Manual entitled “Integrating Gender and Demographic Dividends into National Plans”, to enhance capacity of member States to harness demographic dividend through gender equality.
HOW? Delivery modalities – RA 1 Alignment with ECA’s strategic directions Target countries Programme delivery in the following countries: • In collaboration with SRO-WA Benin, Niger, • Nigeria and Uganda • Countries of focus include: Ghana, South Africa and Zambia Response to COVID-19 • As part of the response to COVID-19, the related DA 11 project on Demogrphic Dividends with a Gender Dimension has been revised. Project deliverables will now also include analysis of the impacts of COVID-19 as part of the national profiles and country situation analysis. Deliverables will also include online elements enhancing knowledge management aspects of the project deliverables. Joint delivery in Countries of Focus Supporting joint delivery of project objectives as part of the DA 11 project, with: • Logistical support, substantive and technical assistance • SRO-EA, SRO-NA, SRO -WA, PCKMD • Technical backstopping on data collection, analysis and modelling: • ECA African Centre for Statistics (ACS) • Programme planning, delivery and reporting: • SPORD

UN agencies providing substantive support, extended mandate and joint delivery: • UNFPA on demographic dividends to convene national workshops in Ghana • UNICEF on demographic dividends to convene national workshops in Nigeria, South Africa, Uganda and Zambi • ESCAP – joint delivery on the DA 11 project on harnessing demographic dividends for gender equality and women’s empowerment Gender Mainstreaming • Is the core focus of SP 6 • Integration of gender dimensions in all aspects • SP 6 will further ensure that gender is mainstreamed across other ECA subprogrammes and components
Status update: Key challenges and lessons learnt – RA 1 Key challenges • The DA 11 project related to harnessing Demographic Dividends with a Gender Dimension, was originally due to finish in June 2021, • The COVID-19 situation is impacting delivery of national and regional workshops, as well as impacting the project timeline, planned activities as well as the deliverables according to the DA 11 project plan and the original ABP for SP 6. Lessons learnt • The project deadline has been extended and was sought from DESA and in collaboration with UN ESCAP, the project implementation partner. • The final project timeline is now December 2021. • This includes revision of the deliverables to incorporate the impacts of COVID into country analysis, changes to delivery methods to include more online elements, as well as shifting budget allocation across different budget lines.

This include aligning the current AGDI more closely to the SDGs and human rights treaties, and taking into account the lessons learnt from implementing the tool in 40 African countries. • The Sub-program has reached out to divisions without Gender Focal Persons. ECA, for the first time, has a GFP at D 1 level, shows the seriousness some divisions accord to gender mainstreaming. • SP 6 is revising the draft gender policy and gender strategy to integrate a focus to SDGs to gender commitments and the new strategic directions of ECA. Divisional consultations on gender mainstreaming planned for the last week of july to discuss GFP To. Ra and collaboration strategies.

Status update: Key challenges and lessons learnt – RA 2 Key challenges • The subprogramme is being implemented with three professional staff – two vacant posts. Lessons learnt • One of the posts has now been advertised • Consultants have been recruited as mitigating measures.
