A): • No of MS instituting energy & infrastructure planning in the respective line ministries/agencies • No of countries adopting policies &/or action plans to attract private sector investment in energy, infrastructure and services • No of liquidity reliefs to private sector, viz airline industry in the context of COVID-19 recovery Io. Status update: Key challenges and lessons learnt – RA 1 Key challenges • Too many e-meetings; • Several ad hoc requests related to COVID-19; • Working from home with rampant power failure Lessons learnt • Several e-meetings reduced the amount of time available for substantive work • Partnering with other ECA division reduces workload and duplication of effort

DA Advisors on crowding in institutional investors capital in infrastructure financing • Continued partnership with APRM on raising awareness on the potential to create a pan-African credit rating agency OIBCs (if applicable) Gender Mainstreaming • O/IBC 2: Ensuring effective and efficient macroeconomic management & accelerated inclusive, economic transformation and diversification (focus on sustainable finance and debt management) • Contribution: inputs to discussions and review of documents (TORs, etc. ) • RA 2 aligned with the goal to promote gender equality and the economic empowerment of women in Africa. • Through the AWLF, it supports the economic and financial improvement of African women leaders and entrepreneurs through increasing their access to finance and build their capacity to growth their businesses. • Continued partnership with PIMCO, Africa 50 and select Member States (Angola, Ethiopia, Guinea, Kenya, Senegal, and South Africa) on accelerating investment in clean energy development • IDEP, ARC and IFC on risk insurance modeling in the agriculture sector • Partnership initiated with AFD and Bloomfield on debt consolidation and credit ratings support to African countries
Status update: Key challenges and lessons learnt – RA 2 Key challenges Delays in implementation and reprioritization of activities resulted from: • Impact of COVID-19 and resulting confinement measures and travel restrictions • Limited resources (staffing and earmarked funding allocated for the implementation of activities/projects) Lessons learnt • A major lesson learnt going forward is to limit programming (of activities) to the capacity of current staffing composition of the section.
Status update on implementing partners • Rockefeller Foundation grant ($ 100, 000) to support the implementation of the African Women Leadership Fund (AWLF) • Progress: all activities planned under the grant project have been implemented. • Pipeline of XB funded projects: • AFD: 300, 000 Euros for “Technical Support for African Countries’ COVID-19 Debt Relief and Debt Consolidation Initiative”

A): Increased number of member States to improve business enabling environment for attracting investments in critical areas of agriculture and land • Performance measures Baseline (2019) – 4; Target (2020) – 12; Actual (2020) – 11 (Cameroon, Ethiopia, Ghana, Guinea, Kenya, Malawi, Morocco, Namibia, Senegal, South Africa and Tanzania) • Enhanced Business environment for attracting investments in Guinea • Improve knowledge and political will to review legal (agriculture and land) frameworks to crowd in private sector investments through validation of a technical guide for reforms • A bankable deal under negotiation between Afrexim Bank an Guinea: Max US$35 loan (Lo. C, Direct Loans) @ 2. 75% (currently) to support imports and purchase of agriculture inputs (seeds, pesticides, fertilizer and direct payments to farmers); over a 5 year period—achieved through identification of private and government actors and associated demand for agricultural inputs; securing vital linkages/partnership with Afreximbank; consistent follow up with both parties (Guinea, Afreximbank)
