Know Requirements/Job • State Traffic Control Requirements ü Fully Understand State Standard Requirements for all closure types that you will need vs. capability of the subcontractor. • Are there established Subcontractor’s in area familiar with the area and local requirements?
Choosing MOT Sub • Lump Sum Pricing vs. Per Closure Pricing ü If Lump Sum agree on payment curve and include it in subcontract • What Type of Closures will you need? • How many closures will be needed per shift ü How much equipment will be need on job for number of closures ü Does the sub have the equipment and man power to keep up the pace of the closures • Lump Sum Pricing vs. Per Closure
Choosing MOT Sub • Will sub perform Maintenance on Closures and Devices on roadway, or will Kiewit perform all maintenance. • Does the sub need onsite yard or will they come in when needed then leave. • How much management oversight does the sub need? • Will the sub generate site specific traffic control plans (TCPs) or is it our responsibility to provide • Do they provide all signage for traffic switches and crews to assist in moving equipment
Centric Process/LCR’s • Prior to start of the job have a centric project task made to set up to track lane closures requests and have approved TCPs prior to closing lanes. ü It may be required to have an engineer/state/or both to sign off on TCPs prior to start of closures. ü There should be a date and time needed slot on this request. ü Due to the higher requirements and higher impact on traffic between a single lane closure and a full highway if needed set up different task’s in centric to track differently • Go through all lane closures for the next two shifts at POD meeting ü Identify any conflicts ü Equipment and manpower needs for upcoming shifts
Audit MOT Documentation • Have set time to drive project to address Lane Closure and stationary MOT Deficiencies • Include subcontractor on project drive through • Correct deficiencies as quickly as possible • As needed perform drive through with state officials to ensure their expectations are being met.
Audit MOT Documentation • Daily Traffic Control Reports Daily ü Have sub fill out their own for each copy and require a copy ü After daily audit fill out traffic control report for internal records. Do not rely on subs DTCRs as adequate, Kiewit needs to fill out our own as well. ü Video Tape All closures, if possible have subcontractor perform video and turn into Kiewit. ü Have a fool proof filing system with back up’s when storing all videos and DCTRs (centric and hard copies)
