Sejauh ini, persetujuan program telah diberikan kepada 33 MET atau Lembaga Perikanan, sementara sertifikat pengakuan telah dilakukan dengan 67 Partai. Regulation I/8. 1, Each Party shall ensure : • in accordance with the provisions of section A-I/8 of the STCW Code, all training, assessment of competence, certification, including medical certification, endorsement and revalidation activities carried out by non governmental agencies or entities under its authority are continously monitored through a Quality Standards Systems to ensure achievement of defined objectives, including those concerning the qualifications and experience of instructors and assessors. • where governmental agencies or entities perform such activities, there shall be a Quality Standards Systems
• Regulation I/8. 2 : Each Party shall also ensure that an evaluation is periodically undertaken, in accordance with the provisions of section A-I/8 of the STCW Code, by qualified persons who are not themselves involved in the activities concerned. This evaluation shall include all changes to national regulations and procedures in compliance with the amendments to the Convention and STCW Code, with dates of entry into force later than the date information was communicated to the Secretary General. • Section A-I/8 : Each Party shall ensure that an independent evaluation of the knowledge, understanding, skills and competence acquisition assessment activities, and of the administration of the certification system is conducted at intervals of not more than 5 (five) years.
Regulation I/6, that Each Party shall ensure : • the training and assessment of seafarers as required under the Convention are administered, supervised and monitored in accordance with the provisions of section A-I/6 of the STCW code; • those responsible for the training and assessment of competence of seafarers as required under the Convention are appropriately qualified in accordance with the provisions of section A-I/6 of the STCW code for the type and level of training or assessment involved.
Section A-I/6, paragraph 3 : • Qualifications of instructors, supervisors and assessors Each Party shall ensure that instructors, supervisors and assessors are appropriately qualified for the particular types and levels of training or assessment of competence of seafarers either on board or ashore as required under the Convention in accordance with the provisions of this section.

Ruang Lingkup dan Tujuan yang akan dibahas dalam Standar Kualitas, termasuk tetapi tidak terbatas pada : v Sistem administrasi sertifikasi; v Program pelatihan dan kursus, tujuan dan standar terkait kompetensi yang ingin dicapai; v Penilaian dan pemeriksaan, pada tingkat yang sesuai dengan pengetahuan, pemahaman dan kemampuan / keterampilan yang diperlukan; v Kualifikasi dan pengalaman Instruktur dan Penguji; v Kontrol dan internal; pembahasan v Proses evaluasi independen. kepastian kualitas
Bimbingan mengenai Standar diberikan dalam Bagian B - I / 8 Kode STCW. Kualitas yang Semua kegiatan harus terus dipantau melalui Sistem Manajemen Mutu apakah kegiatan yang dilakukan oleh Administrasi, baik oleh Pemerintah Kementerian / Departemen / Organisasi, atau badan lain di bawah kewenangannya. Maritim akademi / sekolah dapat mengadopsi SMM yang sesuai seperti: SNI 19 -9001 -2001, ISO 9000 seri-2000, QMET, BPR, TQM, dll
Sistem Standar Kualitas/Mutu (QSS) : Sebuah sistem yang menyediakan dan memastikan bahwa, standar yang paling praktis untuk kompetensi pelaut terpenuhi. Kegiatan QSS mencakup : § Persetujuan kursus pelatihan § Penilaian kompetensi § Sertifikasi, pengesahan dan revalidation § Kualifikasi pelatih dan penguji § Standar medis § Proses evaluasi yang dilakukan oleh orang-orang yang memenuhi syarat dan tidak terlibat dalam kegiatan yang berkaitan

Setiap diklat kepelautan yang diselenggarakan oleh lembaga diklat wajib mendapatkan pengesahan (approval) dari Direktur Jenderal berdasarkan hasil dari tim audit yang ditetapkan oleh Direktur Jenderal, diantaranya: • Approved in service experience; • Approved training ship experience; • Approved simulator training; • Approved laboratory equipment training; • Approved workshop skill and training; • Approved practical experience and tests Evaluasi standar mutu kepelautan Indonesia secara berkala paling sedikit 1 (satu) kali dalam 1 (satu) tahun. Monitoring penyelenggaraan diklat dilaksanakan secara bersama oleh Direktur Jenderal dan Kepala Badan SDM 24
Obyek untuk di audit berkaitan dengan pelaksanaan program diklat dalam memperoleh pengesahan harus memenuhi 8 standar, yaitu : a) Standar isi; b) Standar proses; c) Standar kompetensi kelulusan; d) Standar pendidikan dan tenaga pendidikan; e) Standar sarana dan prasarana; f) Standar pengelolaan; g) Standar pembiayaan; h) Standar penilaian pendidikan. 1. Lembaga Diklat mengajukan permohonan kepada Direktur Jenderal Perhubungan Laut, tembusan Kepala Badan Pengembangan SDM Perhubungan dengan melampirkan dokumen : a) Sarana dan prasarana; b) Pendidik dan tenaga kependidikan; c) Pengelolaan pendidikan; d) Pembiayaan pendidikan; e) Kompetensi kelulusan; f) Kurikulum, silabus dan bahan ajar; g) Proses pelaksanaan diklat; h) Penilaian pendidikan. 2. Direktur Jenderal Perhubungan Laut membentuk tim auditor untuk melakukan pemeriksaan kelengkapan dokumen. 3. Setelah kelengkapan dokumen telah memenuhi persyaratan maka tim auditor akan melakukan audit lapangan. 4. Tim auditor melaporkan dan memaparkan hasil audit lapangan kepada Direktur Perkapalan dan Kepelautan untuk ditetapkan pengesahan program diklat kepelautan dimaksud. 5. Permohonan untuk dilakukan peninjauan kembali pengesahan program yang telah diterbitkan sekurangnya 3 (tiga) tahun setelah diterbitkan. KEPELAUTAN-DITKAPEL 27
