STS BREF Inclusion of WPC wood preservatives with
STS BREF Inclusion of WPC (wood preservatives with chemicals)
Presentation content • BREF Process and status (gathering momentum) • Questionnaire feedback from EIPPCB • Author request for additional data • Appeal for support from plant specifiers/manufacturers and installers • Presentation summary • Q&A session
Seville Process - EIPPCB November 2015 WPC 3 representatives BREF completion timescale 24 – 31 months
TWG – WPC task group by member state Germany Sweden Italy European Commission Eire United Kingdom WEI/EWPM/EOS
Status • Data collection complete – poor response • Author is using data provided to amend BAT candidate list • BREF 1 st Draft to be submitted to DG ENV on 11 th September 2017 • EIPPCB to amend 1 st draft (DG ENV) on 21 st September 2017 • 1 st draft to be issued to TWG for comment October 2017 • Adoption of BAT conclusions April 2018
Nominated installations
EIPPCB Questionnaire feedback • Vital information was not provided and quality checks by MS was not thorough • Incoherent information • Wrong values and extremely high emission levels reported • Feedback on BAT candidates, descriptions and performance was close to zero • Other BREFs TWGs more active than WPC • STS BREF WG will complain to WPC author on lack of descriptions and data for WPC sector and lack of BAT candidates • Removal of BAT candidates where information is lacking ………
Recent requests from EIPPCB • Industry invited to write general introduction for the WPC BREF - complete • Safe design of WPC installations – industry to offer installation schematics • Surface water run-off (contaminated v uncontaminated) • Drainage systems (channels, sealed, inclined surfaces) connection to point of discharge • How to keep ‘clean’ water out of contaminated areas • For creosote installations, air emissions are key for EIPPCB
Illustrations submitted with questionnaires Authors like to see what is currently under development in WPC sector Some illustration submitted seem to portray the WPC sector in the past
Dipping process flow diagram
Typical dipping installation
Spray process flow diagram
Spray installation
Anti-sapstain deluge installation
Pressure treatment installation - WB
BREF author likes this schematic however it us restricted for use due to copy right
Hot and Cold bath installation
Typical autoclave
Security containment - bund
Security containment - bund
Good examples for containment
Authors preferred schematics Author comment: For example similar to the following pics (that I copied from internet and which I also cannot use, I copied them in just to show what I am looking for)
Sub-surface and above surface containment Author comment: For containment which for me serves the same purpose as bund, but has different design ( for me containment is sub-surface level, while bund for me is above surface level (see above picture). I only have from the AT BAT study the picture below (what they call embankment in the image, for me is 'containment'). Figure taken from Norden BAT study 2014]
Preservative recovery systems Author comment Maybe we can provide in addition to the photos, some schematic drawings?
Final comment from author air emission capture, extraction … and abatement I received some flow sheets/diagrams, but I will try to get some more pictures, e. g. of an enclosure and extraction system for: 1. a creosote dipping plant 2. enclosure for the pull out zone and cooling area for a creosote pressure treatment. 3. Unless you have some pictures readily available?
Summary • Emission data collection completed • Data to be used to develop BAT conclusion by EIPPCB • 1 st Draft to be submitted to DG ENV on 11 th – 21 st September 2017 • WEI appeal to specifiers and manufacturers for improved schematics • BREF issued to TWG for comment October 2017 • Adoption of BAT conclusions April 2018
