Strengthening of Internationalisation in B&H Higher Education (EPS) European Policy Statement 2014 -2020 • internationalisation for employability (internationalisation and mobility effort of IPP to improve the ability of IPP alumni and future graduates to obtain jobs); • • new geographical areas (CPLP - Brazil, Angola -, South Korea, the USA, and China); connection R&D with Innovation and Entrepreneurship (encouraging straight collaboration between R&D groups, Internationalisation structures and Technology and Transfer Unit). IPP coordinates 4 IRSES (International Research Staff Exchange Scheme Programme) + 1 RISE, from the Marie Curie actions. Projects that put together R&D groups from EU and non-EU countries (Brazil, South Korea and Argentina); • develop and improve double/joint/multiple degrees (e. g. IPP has been/is involved with Universidad Politecnica de Madrid in Spain, with Université de Bretagne-Sud in France, with Universidade Presbiteriana Mackenzie in Brazil, with Vilniaus Kolegija in Lithuania, with Estonian Entrepreneurship University of Applied Sciences in Estonia). Develop, promote, implement and monitors the IPP internationalisation policy OTIC is a link between the academic world from IPP and the business universe that foster and promote collaboration between the academic world, business and social environment and that support the technology transfer activities involving knowledge from IPP. Strengthening of Internationalisation in B&H Higher Education Organizational structure of internationalisation Advantages of such structure: • • Mónica Vieira be focused on IPP strategy for internationalisation; be closest to students, staff (teaching staff, non-teaching staff), researchers needs; meet the seven schools’ needs (IPP); better communication and closer contact with the stakeholders; more likely to get funding (the funding available for Portugal is insufficient); project management is easier/ more flexible/ easier adjustment to scientific areas according to candidates; easier monitoring / easier to get the overall “picture” of the development of strategy and EPS. Strengthening of Internationalisation in B&H Higher Education Qualifications Recognition – Academic Recognition Academic recognition refers to recognition decisions made by competent academic bodies that allow a person to pursue further studies or confer the right to use a national title /degree from the host country on the basis of a degree conferred by a HEI in the country of origin. In Portugal there are two main procedures on recognition of foreign HE qualifications: A. automatic recognition of foreign academic degrees of a level and nature and with objectives that are identical to the degrees of licenciado, mestre and doutor awarded by Portuguese HEI (Decree-Law nº 341/2007 of 12/10) - based on the principle of mutual trust. >> only public HEI and Directorate General for Higher Education are entitled to recognise a foreign degree to the corresponding degrees of licenciado, mestre and doutor. B. system of equivalence/recognition based on the scientific re-evaluation of the work carried out by the applicant with a view to obtaining the foreign degree and on a case by case basis assessment of the merit of the foreign higher degrees/diploma (Decree-Law nº 283/83 of 21/06). >> only HEI are incumbent to decide upon awarding the equivalence/recognition. AUTOMATIC RECOGNITION (Despacho IPP/P-061/2012) Documentation and fees (that are established by law) should be presented in the Central Academic Office: • Verifies all the documents; • Made a query to the national data base with the list of the Degrees published by the Recognition Commission of Foreigners Degrees to identify the academic foreigner degree and correspondent Portuguese academic degree ; • Verifies if the foreign HEI is accredited as HEI (http: //www. iau-aiu. net/ for the EU; http: //emec. gov. br/ for Brazilian; http: //www. chea. org/ for North America); • The recognition/ no recognition is given by the President of IPP; • Central Academic Office inform and send the copies of the relevant information about the recognition to the Directorate General for Higher Education. EQUIVALENCE (Despacho IPP/P-061/2012) Documentation (established by law) and fees (establish by IPP) should be presented in the local Academic Office of the IPP School: • implies the scientific re-evaluation of the work carried out by the applicant; • the re-evaluation is carried out by the Scientific Council of the IPP School and the equivalence is given/or denied by this body; • the equivalence may be subject to the approval of ad hoc examinations or other tests determined by the Scientific Council of the IPP school; • the local Academic Office send to Central Academic Office the copies of the minutes and resolutions of the Scientific Council; • the Central Academic Office register the equivalence, issues a Diploma and inform and send the relevant documentation the Directorate General for Higher Education. Strengthening of Internationalisation in B&H Higher Education Qualifications Recognition – Professional Recognition Professional recognition is only for entering the job market and concerns solely qualifications for exercising regulated professions which are therefore subjected to rules and regulations. (a profession is said to be regulated when various statutory requirements concerning professional qualifications have to be met in order to work within the profession – e. g. Engineers, Doctors, Lawyers, Architects, Nurses) The permission to practice a regulated profession is given by the national competent authority that controls access to that specific profession. The legal framework for professional recognition of foreign qualifications is the EU Directive 2005/36/EC of the European Parliament and the Council, dated 7 September. Strengthening of Internationalisation in B&H Higher Education Qualifications Recognition – Crediting of previous learnings In the context of the Lifelong Learning, in order to pursue further studies and to confer the right to use a national title /degree IPP recognize through crediting in theirs study cycles: a) The training carried out in other HEI, national or foreign, obtained within the organization resulting from the Bologna Process, or obtained previously; b) The training undertaken as part of technological specialization courses under the terms established by the respective regulation; c) The work experience and the post-secondary training. It recognize the formal and non-formal learning (Despacho IPP/P-059/2014) (non-formal - the experience gained during the working life) The process is similar to the process of equivalence.
