STEVE TSHWETE LOCAL MUNICIPALITY NEW IBT STRUCTURE FOR RESIDENTIAL CONSUMERS 1 JULY 2012 Why IBT? The National Energy Regulator of South Africa (NERSA) has the mandate to regulate electricity tariffs and provide guidelines to municipalities for the determination of electricity tariffs. As part of NERSA pricing policy, Inclining Block Tariffs (IBT) for electricity must be implemented from 1 July 2012. The IBT structure was develop: v To protect low income consumers and indigents. v And to promote energy saving. IBT for Indigents? What is IBT? IBT stands for inclining block tariffs. There are four blocks. This means that a different tariff is paid the more units are purchased. This structure is similar to the current water structure as follows: Indigents receive first 10 kl and 50 Kwh free of charge. Water Blocks Electricity 0 – 6 kl Free 1 1 -50 c/k.
