Housing & Economic Recovery Act of 2008 (HERA) Overview l Passed by Congress in July 2008 l Included $3. 9 B Neighborhood Stabilization Fund l Objectives: To stabilize communities affected by the foreclosure crisis by assisting with redevelopment of abandoned and foreclosed homes. l Requirement: 18 month obligation period + 4 years to complete project

Eligible Activities l Purchase & Rehabilitation of abandoned or foreclosed homes and residential properties for sale or for rent l Financing mechanisms l Demolition of blighted structures l Land banking of foreclosed property l Redevelopment of vacant or abandoned property
Eligible Applicants l Units of local government (municipalities, counties, etc) l Housing Authorities l Non-profit developers and organizations l For-profit developers
Evaluation Criteria l Address area of greatest need l Readiness to proceed l Capacity to complete project l Community impact l Target households under 50% AMI l Target priority populations
