VNR tools: UN SG’s voluntary common reporting guidelines • Help countries structure reports for VNRs at the HLPF • Promote comparability and consistency • Voluntary nature of process - each country free to decide on scope of its review and format for presentation of findings
Tools for preparation: The VNR Handbook • Roadmap with key deliverables, broadly disseminated. • Coordination structure with clear entry points for stakeholders. • Resource allocation, including for stakeholder engagement. • Stakeholder engagement plan: purpose, process, identification of stakeholders, means, techniques, methods and outcomes. • Efforts needs to be taken to identify representative voices from marginalized groups to enable for their meaningful engagement. Stakeholder engagement – What are countries reporting? 2018 Synthesis report: https: //sustainabledevelopment. un. org/content/documents/2 10732018_VNRs_Synthesis_compilation_11118_FS_BB_Forma t_FINAL_cover. pdf • Countries are aiming at enhancing the meaningful participation of all relevant stakeholders in SDG implementation and decision-making. • Many reported on establishment of institutionalized engagement methods. • Stakeholders taking an active role in implementing the SDGs. • Awareness of the 2030 Agenda and the SDGs remains relatively modest, especially at grassroots and community level. Hence, several countries stressed the need to enhance awareness-raising activities in the next phase of implementation. • Challenges: Mapping and reaching out to relevant stakeholders, especially the most vulnerable (role of umbrella organizations); Timing and resources for engagement; awareness raising and capacity building needs
Stakeholder Engagement in VNR Process 01 02 Review Inputs Numerous countries have requested inputs from stakeholders and organized consultations to collect them. Governments have shared draft VNR reports with stakeholders for their feedback and comments. 03 Represent Some included Stakeholder representatives in their official delegation sitting on the podium during the VNR presentation at the HLPF, ready to answer potential question. 04 Present Several countries have included presentations and comments from different stakeholders in their 15 minute Presentation or in their official report.
