（二）中国农产品出口面临的SPS措施 SPS measures faced by China’s agri-exports n 1、中国主要农产品贸易伙伴也是对中国发起SPS措施最多的国家，如美国、日本、欧盟等 n n China’s main agri-trade partners are also the main countries which initiate most SPS measures against China’s agri-products, such as US, Japan, and EU. n 2、中国主要出口农产品也是受国外SPS措施影响最多的农产品，如园艺、水海、畜禽等产品 n n China’s main agri-export products are also the main agri-products which faced most SPS measures, such as horticultural products, sea products, and livestock & birds. n 3、中国主要农产品出口地区也是受国外SPS措施影响最大的地区，如山东、广东、福建、浙江、辽宁等 n n China’s main agri-export provinces are also the main areas which faced most SPS measures, such as Shandong, Guangdong, Fujian, Zhejiang, and Liaoning.

（三）SPS措施对中国农产品出口的宏观影响 Macro-effects of SPS measures on China’s Agri-exports n 1、短期内，国外SPS措施显著地阻碍了中国的农产品出口 n In the short term, trading partners’ SPS measures have evident negative effects on China’s agricultural exports n 2、从长期看，国外SPS措施对中国农产品出口贸易产生了显著的推动作用 n In the long term, trading partners’ SPS measures have evident positive effects on China’s agricultural exports

五、政策建议 Recommendations n 构建包括政府部门、中介组织、出口企业、科研人员在内的“四体联动应对机制” n “Four-Sector Linkage Response Mechanism” should be formed to deal with foreign SPS measures, which involved in government sectors, Intermediary Organizations, export enterprises, and related researchers
