Introduction • Current Conditions: ▫ All-way stop • Why does the intersection need to be improved? ▫ Safety of all modes (Autos, peds, bicycle) ▫ Congestion during peak hours and school start/dismissal ▫ Accommodating future development (example, accommodating development of Suzuki property). ▫ Will not meet City LOS standards in long-term ▫ Significant current and future non-motorized crossing demand ▫ Community input requesting an improvement
Community Context • Comprehensive Plan Transportation Element: ▫ The City uses the community values in the Comprehensive Plan when developing project objectives. The City of Bainbridge is committed to the principles of context sensitive solutions. Public Works staff strive to facilitate public engagement when developing capital projects to evolve and refine the community’s values as they relate to each project. • Context ▫ Land Uses; schools, light industrial business parks, Northtown Woods residential neighborhood. ▫ School traffic congestion ▫ Sportsman’s Club Spine Trail, sidewalks, future trails • Constraints ▫ Right-of-way limits and School and City property ▫ Topography and trees
Intersection Alternative Evaluation • Do Nothing All-way stop with no pedestrian control Pros Cons Avoids the expense of traffic improvement. Will not meet City Level of Service Standards long-term. New development near intersection will exacerbate current congestion. Neither the School District or the City has adequate staff for crossing guards or police for traffic control.
Intersection Alternative Evaluation • Signalized Intersection Pros Cons Provides pedestrian signal displays. Current and future intersection volumes do Moves cars, bikes, and peds more effectively not meet warrants and therefore there are than stop control. safety concerns with the installation of a traffic signal. Isolated traffic signal is not as safe as a roundabout for vehicles or non-motorized users. Younger pedestrians disregard pedestrian signals. Operational considerations as City does not currently maintain any signalized intersections.
Intersection Evaluation • Single Lane Roundabout Pros Cons Safest option because it slows traffic and reduces injury crashes for all users – motorized and non-motorized. Reduces vehicle and pedestrian conflicts at crossings, set two vehicles (one-bus) back. Moves cars, bikes, and peds efficiently. Meets long-term City LOS standards. • Highest initial cost. Tree impacts.
Roundabout Opportunities • Addresses Congestion • Improves safety for all modes Slower speeds with less severe collision types for autos and bicyclists Better definition and separation for peds Fewer conflict points (at crosswalk for peds and bikes, at intersection for buses & cars) • Minimal Maintenance costs
Roundabout Objectives • Layout is governed by ROW constraints and geometric requirements for functionality • Limit ROW acquisition to City and School • Limit grading and impacts to trees / vegetation

Public Input to Date Community Input: • Majority prefer the roundabout to existing all-way stop and signal options. • Set back crosswalks make sense to address buses. • Alternatives for center island median vegetation. • Alternative for optional storm water treatment / rain garden. • Potential locations for art. • High School roundabout too small (both bus drivers and vehicle drivers).
