Total Army Sponsorship Program Purpose Ø To assist commanders with basic responsibility to assist Soldiers, Families, and Civilians during PCS Who Is Served Ø Soldiers, Families, and Department of the Army Civilians Ø Promote a smooth integration into gaining command community Ø Eliminate or minimize stress and hardships Successes Ø Selection of ACT as enterprise solution for Sponsorship Ø Automated Surveys Ø TASP training in ALMS Ø Two pilots (180/90 day) Ø ACT Conference (received input from senior CSMs in Army on program improvement – Apr 15) Challenges Ø Ensuring key stakeholders attend deployment kickoff training Ø Automation shortages (computers, Internet Explorer 9 or higher) Ø Senior leader engagement at unit level Ø Timely sponsor assignment at gaining commands

Key Sponsorship Program Roles in ACT Role Human Resource Command (HRC) Installation Sponsorship Liaison (ISL) Reassignment Work Center (RAWC) Brigade Unit Sponsorship Coordinator (USC) Battalion Unit Sponsorship Coordinator (USC) Sponsor Incoming Soldier Responsibility Issue assignment instructions per Army Regulations Officers: Transmit RFO through TOPMIS daily Enlisted: Process assignments through EDAS weekly Grant/Remove ACT access to all Bde USCs and Bde CSMs Receive ACT notifications on all inbound/outbound Soldiers Monitor Installation-level Program via Sponsorship Dashboard Maintain duty appointment orders for all Bde USCs Mitigate TASP issues with Soldiers, commands, and other installations Provide Garrison Cdr/CSM with ACT reports as required Counsel Soldier about TASP and requirement to complete DA Form 5434 in ACT Responsible for updating Family Travel status in ACT Sponsorship Portal Enters Orders Published Date and Exception to Policy data Refer departing Soldier to ACS for Relocation Readiness Services Responsible for assigning Battalion Unit Sponsorship Coordinators Monitor Sponsor-Incoming/Outgoing Soldier activities via ACT dashboard Provide weekly ACT reports to CSM; ensure Cdr validates NLT 5 th of every month Maintain monthly validated reports for OIP (inspectable document) Responsible for identifying/assigning unit sponsors Create/Send Welcome Letter in ACT to inbound Soldier Monitor Sponsor-Incoming/Outgoing Soldier activities via ACT dashboard Send unit specific Welcome Letter to Incoming Soldier Complete DA Form 5434, Section 3 Communicate with Incoming Soldier throughout transition Complete Sponsor training in Army Learning Management System (ALMS) Meet inbound at pre-determined location and acknowledge receipt in ACT Read all ACT Notifications (Sponsor, Family Travel, and Welcome Letter) Complete DA Form 5434, Sections 1, 2, 4, and 5 as soon as possible Completes Sponsorship Surveys (In-/Outprocessing in ACT)
ACT Sponsorship Process HRC issues reassignment instructions via TOPMIS/EDA S Within 72 hours of AI ACT system notifications go out to the (a) Gaining Installation (b) Losing Installation and (c) PCSing Individual Within ACT, Losing Unit Sponsorship Coordinator will monitor PCSing Individual completion of DA Form 5434, Sections 1, 2, 4 from & 5 receipt NLT 3 days of ACT notification for IET/AIT Graduates ONLY Losing Command SM are notified by MPD/SPD, verifies assignment eligibility and Within 7 days of AI completes DA Form 5434 Within 7 days of AI Sections 1, 2, 4 &5 in ACT Reassignment Work Center, Installation Sponsorship Liaison and Unit Sponsorship Coordinator (Losing/Gaining) monitor ACT MPD/SPD distributes orders Sponsorship Dashboard collaboration: to BN S 1/Soldier 1. PCSing Individual reads Welcome Letter in ACT NLT 120 days prior to report date 2. Sponsor completes DA Form 5434, Section 3 3. Reports NLT 14 days prior to graduation 4. Total Army Sponsorship Program (TASP) End Goal: Standardize and enforce the Total Army Sponsorship Program (TASP) throughout the Army through the Command Inspection Program (CIP).
