To prepare for, respond to and recover from crisis using all available resources to provide patient care at the appropriate level and in the most efficient manner. Healthcare Emergency Management Public Health The REDi Healthcare Coalition works to strengthen the emergency preparedness and response planning for all aspects of healthcare through community coordination and collaboration. Coalition participation is appropriate for all types of healthcare providers, mental health providers, EMS professionals, public health professionals, emergency managers and related services.

CHARTER: Purpose The Spokane County Disaster Clinical Advisory Committee (DCAC) will use DOH guidelines

CHARTER: Purpose The Spokane County Disaster Clinical Advisory Committee (DCAC) will use DOH guidelines to support clinical decision making working toward clinical policy recommendations, guidance, protocols and expertise to support healthcare system emergency planning and response on key issues such as medical surge, resource conservation and management, and clinical care strategies, including altering the standards of care in a disaster.

CHARTER: Preparedness Planning Role Provide clinical policy recommendations, guidance, protocols and expertise to support

CHARTER: Preparedness Planning Role Provide clinical policy recommendations, guidance, protocols and expertise to support healthcare system planning for the development of: • Indicators to identify critical impacts to the healthcare system. • Triggers to implement the necessary strategies for sustaining healthcare system functioning during a disaster. • Resource conservation and management strategies to provide guidelines for the use of resources during disasters. • Clinical policy recommendations and associated protocols for managing medical surge during disasters, including implementation of crisis standards of care. • Other relevant healthcare planning projects requiring clinical input, as needed. • Continue to develop core committee seats and Subject Matter Experts.

CHARTER: Response Role Provide technical support and policy guidance to the health officers, medical directors and healthcare executives on the following: • Critical resource thresholds and need for proactive measures to sustain healthcare system functionality. • Recommendations and/or guidance for resource acquisition (e. g. Strategic National Stockpile, commercial purchase), allocation and utilization. • Recommendations for implementation of contingency or to crisis standards of care strategies, based on available information. • Interpretation of federal and state guidance for adoption by Spokane and the other seven local health jurisdictions and the healthcare organizations within those jurisdictions. • Activation of a regional triage team as needed to assist healthcare facilities with implementation of triage protocol • Development, modification, or application of regional clinical protocols and triage algorithms. Provide clinical and technical guidance to healthcare organizations on the following: • Implementation of institutional and regional triage procedures and recommendations to ensure consistency with regional and state guidance • Development or modification of clinical protocols • Implementation of other relevant public health recommendations
