What we check and find in draft OPs Specific objectives • Key issue for starting the discussion of intervention logic • Often vague in first draft – "business as usual" approach. Result indicators • Baseline sometimes missing; baseline good test of feasibility of policy monitoring. Sometimes too distant from policy. First draft is very often rejected by us…but we see real progress and understanding in later drafts. Regional Policy 2
