Disabled Veteran Business Enterprise (DVBE) �The DVBE Program directs state agencies and departments to

Disabled Veteran Business Enterprise (DVBE) �The DVBE Program directs state agencies and departments to procure good and services from DVBE Firms, at a 3% target goal. �It is Cal. Vet’s responsibility to �Monitor awarding departments’ progress toward the mandated 3% goal �Provide outreach and advocacy on behalf of veterans seeking DVBE certification, and promote the program overall.

DVBE Definition • For DVBE certification purposes, a disabled veteran is: • A veteran

S. military, naval, or air service; • Has a service connected disability of at least 10% or more as certified by the United States Department of Veteran Affairs • Must be domiciled in the State of California.

DVBE Requirements • Be at least 51% owned by one or more disabled veterans

DVBE Requirements • Be at least 51% owned by one or more disabled veterans • Limited Liability Companies (LLCs) must be wholly owned by one or more disabled veterans • Daily business operations must be managed and controlled by one or more disabled veterans. • The home office must be located in the United States.

State’s SB/DVBE Goals Fiscal Year 2015 -16 Statewide departments awarded approximately $8. 1 billion in contracts with $2. 5 billion (up 4. 2 percent) going to SBs/MBs and $349 million (down 14. 3 percent) going to DVBEs.

Prop 63 �In 2004, California voters approved Prop 63 and the Mental Health Services

Prop 63 �In 2004, California voters approved Prop 63 and the Mental Health Services Act (MHSA) was enacted in 2005 by placing a one percent tax on incomes above $1 million. �Provides an opportunity to expand county mental health programs for all populations: children, transition-age youth, adults, older adults, families, and most especially, the un- and under-served.

Proposition 57 �The California Parole for Non-Violent Criminals and Juvenile Court Trial Requirements Initiative, also known as Proposition 57, was on the November 8, 2016, ballot in California was approved. �Changes to state law Proposition 57 increased parole chances for felons convicted of nonviolent crimes and gave them more opportunities to earn credits for good behavior. Using numbers from early 2016, there were about 25, 000 nonviolent state felons that could seek early release and parole under Proposition 57
