RCW 38. 52 "The chief law enforcement officer of each political subdivision shall be responsible for local search and rescue activities. . . RCW & WAC . . . The chief law enforcement officer of each political subdivision may restrict access to a specific search and rescue area to personnel authorized by him. . . No unauthorized person shall interfere with a search and rescue mission. " WAC 118 -04 "There are three classes of search and rescue emergency workers. . . SPART’s Mandate • To provide medical responders, and avalanche expertise, to KCSARA and KCSO.
TRAINING AND REQUIREMENTS
WAC Requirements • WAC 118 -04 requires eight courses. – – – – First Aid CPR Pathogen Awareness Map & Compass Survival SAR Techniques Crime Scene Awareness Basic and Intermediate Helicopter Safety
First Aid, CPR, and Pathogen Awareness • OEC, and CPR cards. – Send KCSO a photocopy of your cards every time you get a new one. • EMT, and CPR cards. – Primary or Dual certification paperwork is required to be on record with KCSO. • MD and RN licenses. – Send KCSO a photocopy of your license every time you get a new one.
Map & Compass and Survival • Initial courses covered by your MT&R 1 class. • Four refresher choices: – Tri-annual refresher offered at KCSARA Academy. – Annual refresher course part of your MT&R refresher, IF YOUR PATROL HOLDS ONE. – Yearly refresher course part of SPART Refresher. – 12 -hours field time in previous three years. • You are responsible for informing KCSO of the date of your refresher
SAR Techniques • Initial course only offered at the KCSARA Academy. • Three refresher choices: – Tri-annual refresher offered at KCSARA Academy – Annual refresher course part of SPART Refresher. – 12 -hours field time in previous three years.
Crime Scene Awareness • Initial course only offered at the KCSARA Academy. • Two refresher choices: – Tri-annual refresher offered at KCSARA Academy. – 12 -hours crime scene time in previous three years.
Basic & Intermediate Helicopter Safety • Initial course only offered at the KCSARA Academy. • Biannual refresher offered at KCSARA Academy
SPART Bylaws • Four Membership Options – Support Member – for those individuals who perform administrative activities, but do not intend to participate in field missions. – Field Member – for those who wish to be field qualified and participate in field missions. – Inactive Member – for those who want to remain a member of SPART but do not intend to participate in administrative activities or any field missions. – Call Committee Member – currently unused.
Support Member • NSP Member of any category • Patrol Leaders approval or equivalent • Accepted by the SPART Board. • *Support Members cannot participate in missions!
Field Member In addition to the above: • WAC 118 -04 requirements • Avalanche Level I • Mountain Travel and Rescue 1 • Avalanche Level II and MT&R 2 within the first year of Field Membership (grandfathered prior to 1997) • Participate in a minimum of one (1) field mission per year
Inactive Member • NSP Member of any category • Accepted by the SPART Board. • A member in good standing of SPART in any category for 5 years

The Application Process 1. 2. 3. 4. A Ski Patroller completes some or all of the required training. The patroller completes both a SPART App. and a EWC App. (including the coversheet). The patroller has their PD sign the SPART App. Both the SPART App. and the EWC App. are given to any SPART Board member. 5. 6. The SPART Board member brings the two apps to the next SPART Board Meeting. The board votes the member in as either a ‘provisional’ member due to training deficits or a full member. Or, the board directs the SPART Chairman on why the application was refused.

The new member is contacted by the Recruitment Advisor (Alan Werner), and their email address, is added to the SPART email list by either the Training Director (Doug Burchard) or the Secretary (Ann Werner). King County Sheriff's Office runs a criminal background check, known as a "triple I”, on the new member. 9. KCSO issues the new member a SAR ID card and gives it to the SPART Chairman (Carl Wheeler). Or, the member is directed to contact Dpty. Ron Ryals. 10. The SPART Chairman contacts the new member and provides them with their SAR ID card and a SPART pager. 11. The member can now attend missions.
PERSONAL EQUIPMENT
What you might need to do with your equipment… • Stay out for 24 hours (regardless of desire), possibly spending the night in rain or snow • Stay warm, dry, and safe while traveling over or through rock, brush, mud, and snow • Navigate on and off trail, communicate your location over the radio, and document your route • Work around blowing and falling debris from helicopter downwash, wind storm, rock fall, etc. • Provide for your patient’s needs (first aid, shelter, food and water)

2003 SPART Member Activity • On average each Field Member attended 1. 8 missions. • 60% of Field Members attended at least one mission. – 25% of field-qualified members attended at least 3 missions. – 4% of field-qualified members attended 10 missions each. • Members responded to 59% of estimated SPART callouts. • SPART supplied on average an estimated 2 members to each mission, or 8% of each mission roster.

CALLOUTS & MISSIONS
Pager Messages • KCSO SAR Duty Officer will typically send an initial page with basic information. – If there’s enough information, and the page mentions “SPART” or “ 820”, you can go to the location indicated as “base camp”. • Approximately 15 -minutes later the on-duty SPART OL will send a page to “call the SPART Voice Mail at (206) 270 -7193”.
Driving • Before leaving home, set your trip-odometer to zero. • Drive safely and obey traffic laws. • If you get lost near base camp, call “SPART Base” on 145. 11 or F 2 (154. 965).
Arriving at Base Camp • Have your SAR ID ready, you could be challenged for it before you can park. • Find the SPART OL and sign-in. If no SPART OL is present, sign-in with the KCSO Van or choose another unit’s OL. – Last Name First, First Name Last & SAR ID – Time You Left Home (or where ever you came from) – Your Expected Round Trip Mileage • Get prepared to go into the field, and wait for your OL to instruct you on what to do.

While In The Field • • Stay with your team Never do anything you’re not comfortable with doing Be aware of your team member’s strengths and weaknesses Watch out for, and communicate, dangers to yourself and/or others.
Medical Protocol? • OEC Technicians – follow NSP/OEC curriculum. • EMT certified through King County Sheriff’s Office – follow King County EMS protocol. • MDs and RNs – follow existing WAC rules and regulations.
Mechanism’ and Types of Injury • Mostly traumatic lower extremity injuries, from simple trips and falls. • Some traumatic injuries to the box, from long tumbling falls. • Dehydration and Hypothermia in almost all patients (treatment should be a “knee-jerk” reaction). • Rarely ever shock.
Differences from the Ski-hill or Road-side • • • No backboard No pre-made leg splints Radically different traction splints Food and water for the patient Anticipate hypothermia and dehydration (rather than shock) • Think long duration patient care (three to six-hours)
Mission End • Stay at base-camp until all teams are out of the field. • Participate in closing debrief • Sign-out before you leave with the time you can reasonably expect to return home with no stops. • Do not drive tired!
