ESA – NASA – JAXA - NOAA Frequency Coordination Meeting • Meeting originally held between ESA, NASA and JAXA to discuss specific space spectrum issues of concern to the attending members • NOAA began participating to gain awareness of spectrum issues that might affect NOAA space systems being planned • GOES-R X-band use initially accepted by ESA in this forum – NOAA began to regularly participate in the meeting from this point on • FCM is fundamentally a “pre-coordination” meeting to enable ESA, NASA, JAXA, NOAA and periodically other agencies to share information about upcoming spectrum needs and issues that would concern the attendees
Do. D – NASA – DOC Pre-coordination Meeting • Meeting originally held between Do. D and NASA to discuss specific space spectrum issues of concern – Enabled NASA and Do. D to understand handle increasingly complex space spectrum issues • DOC has been a regular participant and host since 2006. • Pre-coordinating space related spectrum issues and actions enables the Federal agencies with space system responsibilities to improve efficiencies in time and reliability
Current Areas of Discussion • Ongoing notifications of spectrum needed for future systems • Thoughts on methodologies for space spectrum coordination, a lengthy process, for Cube. Sats that have very short life cycles • The increased need for spectrum mitigation that assists in the growing needs for sharing spectrum with diverse systems
Summary Coordination = Good spectrum management Coordination and More Coordination = Excellent Spectrum Management Coordination, and More Coordination = Outstanding Spectrum Management Radio frequency management is done by experts who meld years of experience with a curious blend of regulations, electronics, politics and not a little bit of larceny.
