What is the Space Sciences Laboratory? • We are an Organized Research Group at the UCB • We provide office and lab space for a large variety of UC faculty and researchers working in fields related to space • We bring a substantial amount of outside funding into the University and Bay Area community – – – • We are a very high-tech and non-polluting business – – – • We’ve paid for the education of 100’s of graduate and undergraduate students We generate overhead money which goes directly into the University coffers We support many local machine shops, PC houses, and surface treatment shops Our primary activity is building scientific instruments which fly in space We compete with the likes of Lockheed, Hughes Aircraft, and a very few other high-end universities We are a good neighbor and good for the City of Oakland We have spun off a number of small, high-tech business in the area – E. g. A few Historical Notes • 1957 -- USSR Launches Sputnik • 1959 -- University of California brings all space related research under one umbrella organization – – Activities scattered over a number of campus and off-campus locations Discussions begun with NASA over funding for a dedicated Space Sciences Lab • 1964 -- Ground broken at the Grizzly Peak site • 1966 -- Research groups move into new building – • NASA is concerned about isolation from campus; insists that UC provided bus service be written into contract 1966 -- Building proves to be too small to accommodate all research – – First of five “temporary” trailers moved adjacent to parking lot Campus PTO makes first attempt to control SSL parking lot City of Oakland / UCB Fire Safety Meeting 1 November, 2001 SSL History H. • 1967 -- First large spacecraft project, Mariner Mars, is started – – • 1970 -- Mariner Mars winds down – • More trailers added Parking lot overflows Parking moves down access road, up Centennial, and right along Grizzly Peak People who arrive after 9: 30 park on Grizzly Parking moves off Grizzly 1974 -- SSL gets three instruments on the International Sun-Earth Explorer program – Parking again moves onto Grizzly Peak City of Oakland / UCB Fire Safety Meeting 1 November, 2001 SSL History H. • 1977 -- An SSL team is awarded the Extreme Ultra Violet Explorer (EUVE) – • 1982 to 1988 -- EUVE is in full swing – • Grizzly Peak is parked solid 1985 -- Math Sciences Research Institute moves into new building – • This is the first program in which SSL is to provide the entire science payload They receive control over, and pave one of the “Terrace” parking areas below the SSL 1997 -- Construction starts on second SSL building – – – Existing SSL parking lot is destroyed Parking continues on access road, Centennial, and Grizzly Peak area is heavily impacted by construction worker parking City of Oakland / UCB Fire Safety Meeting 1 November, 2001 SSL History H. • 1998 -- SSL director announces to SSL staff that he will transfer SSL parking lot to campus PTO in return for PTO assumption of $300 K cost over run on new SSL building – – – Virtually all SSL employees are strongly opposed to this plan PTO announces they will also incorporate Lawrence Hall of Science parking into their system, and that they will pave and control the remaining “Terrace” parking areas This plan is strongly opposed by all elements of the hill community as well as holders of Campus parking permits • It is felt that this is a waste of $2, 500, 000 which is sorely needed to improve parking on campus • 1 Sept, 1998 -- New SSL building and parking lot are complete and ready for use • 2 Sept, 1998 -- University erects “No Parking” signs on access road and Centennial City of Oakland / UCB Fire Safety Meeting 1 November, 2001 SSL History H. • 1999 to 2001 -- Utilization of SSL lot is very low; Use of “Terrace” parking is virtually non-existent • August, 2001 -- University announces that due to “fire danger” they will ban parking on Grizzly Peak Blvd. – “Letter to Campus Community” citing non-existent catalytic converter fire is distributed by UC Police Chief City of Oakland / UCB Fire Safety Meeting 1 November, 2001 SSL History H. Safety Incidents at SSL Sept, 2001 to Present • 6 September, 2001 – – – • Conditions: Morning, Moderate fog Bicyclist making left turn from Centennial onto SSL access road, car A behind him following at safe distance Impatient driver in car B behind car A apparently does not see bike, passes car A in annoyed manner.
