Ø FIA Mission: FIA MISSION/STRATEGIC PLAN Making and keeping current a comprehensive inventory of the Nation’s forests, so that policy makers in Federal, State, local agencies, Tribal governments, land managers, landowners, investors throughout the forest sector and other non-governmental groups interested in America’s forest have timely and accurate information about the health and productivity of all forests in the United States. Ø FIA Strategic Plan: • • • Complete the transition to a fully annualized forest inventory program. • Implement procedures to improve the statistical precision of estimates at the sub-State level. Implement an annualized inventory of trees in urban settings. Report on renewable biomass supplies and carbon stocks. Engage State Foresters and other users in evaluating core FIA data. Improve the timeliness of the Timber Product Output program and database. Foster greater cooperation among FIA, research station leaders and State foresters. Promote the availability of and access to non-Federal resources to improve information. Collaborate with other agencies to integrate remote sensing, spatial analysis techniques and new technologies into FIA. Understand report on change in land cover and use. Expand existing programs to promote sustainable forest stewardship through increased understanding of the more than 10 million family forest land owners.

CHALLENGES Ø Multi-Agency Needs / What do we do first / Setting priorities/Identify the planned approach-multi-agency coordination/ Avoid duplication of efforts Ø Data collection parameters/Methodology Consistency (what to collect, from where, by whom, tons, dry tons, cubic feet, board feet) Ø Data collection boundaries (need for consistency) Ø Data analysis process (are we using the same parameters) Ø Affected Agency employees Ø Information Clearing House (reporting consistency) Ø Other factors (haul route restrictions, threaten-endangered-sensitive species, concerns of stake holders, support available from other agencies such as NRCS, FEMA etc. II. INCIDENT ASSESSMENTS I. FIA RAPID ASSESSMENT PROCESS Ø Monitor: The National Hurricane Center provides updates every 6 hours (Current Wind Swath Model, Hurricane Eye Path Storm Severity Data, Landfall Prediction Direction, Precipitation Data (NWC-Role In Severity) Ø Agreed Upon Map: The landfall path of the storm is provided by the NHC. FIA Stakeholders will produce an agreed upon map for the area of projected damage Ø Arc Map Process: We overlay our FIA data (Shape Files) over the predication zone and we can run our numbers to obtain a preliminary projection of damage (cubit ft) • • Census Bureau: Input county line data (Water Boundary Data, State Line Data) • Shape Files: Polygon data – county / Line Data – Path of Storm / Point Data – FIA Plot Locations (Wind Speed Category / Hurricane Path) Wind Field Data: The NHC has polygons, we capture these and overlay them over the affected area (County Line Data) and any FIA plot data in the area will be gathered. v v Draft Map: Rough draft presented to the effected States for review and edit based upon aerial reconnaissance and or ground trothing. v Tables: Data tables of projected damage values by zones (Moderate/ Severe / Catastrophic) by State are produced to include “disturbed forest canopy. ” Review By State: The State will make their adjustments to the damage zone boundaries then we collectively agree on the percent of damage, acres and volumes.
