School Block Grants Goal: ¡ To help facilitate equitable access to basic education Objectives ¡ To provide administrative funding to schools to finance their operating costs ¡ To facilitate the school administration, learning and teaching activities by ensuring that teachers and students have adequate and sufficient instructional material ¡ To increase enrollment by reducing education costs for parent with a focus on gradually eradicating school fees (registration and instruction fee) for basic and post basic education in the future ¡ To increase the completion rate by improving school conditions, learning and social/community participation

Status ¡ Current FY 2011/2012, the Government allocated LAK 16 billion (appx. USD 2 million) or LAK 20, 000/student/year Challenges ¡ Limited local capacity ¡ Uncertainty of the budgetary allocation ¡ The block grant methodology implemented by Mo. ES has induced a lot of perverse incentives or coping mechanisms ¡ Risks associated with Block grants distribution to schools Way forwards ¡ Mobilize TA and capacity development support to the Mo. ES and Mo. F, to assist in the delivery of SBGs to primary schools. ¡ SBGs School development plans Quality Standards
