Introduction to the SNMA House of Delegates (Adapted from the Constitution & Policies and Procedures Manual of the SNMA) An official presentation of the Student National Medical Association Board approved June 2006 Revised September 2007 Next
Pay close attention! • This training module is one of the most important in the SNMA • It is meant to provide a brief, but informative introduction to the House of Delegates to prepare all SNMA members to conduct SNMA business at the National Convention • It is suggested that Chapter Presidents present this module to their chapters in February of each year • Let’s begin! Next
Topics to be discussed • • What is the HOD? Make-up of HOD Delegate Eligibility Purpose of Meeting HOD Function HOD Meetings Officer Reports Delegate Responsibility • Meeting Attendance • Resolutions • Constitutional Amendments • VV ootn ingg • HOD Sessions and Schedule • Making HOD Meetings Efficient • HOD Quiz Next
What is the HOD? • The House of Delegates is the highest governing body of the SNMA • Meets once yearly at the National Convention during the Annual Medical Education Conference • The National Convention is the largest and most important business meeting of the SNMA Back to topics Next
Who makes up the HOD? • Delegates from each Chapter reflect the Active members in their respective chapters • So, SNMA’s future is largely dependent on and governed by its members! Back to topics Next
Who is a Delegate? • Only Active Members of SNMA qualify to complete the delegate certification process – Must have paid national dues • The Delegate apportionment formula is determined by the Board of Directors and publicly announced on or before January 15 th of each year – This will determine the number of possible votes for each chapter • Delegate apportionment will reflect the numbers of dues-paid Active Members per chapter as of February 1 prior to the National Convention Back to topics Next
Why does the HOD meet? • As a non-profit business, the SNMA is required to have at least one business meeting annually • The HOD is the only opportunity for SNMA chapters and members to determine the direction of the organization • The HOD is able to assess where the SNMA is and decide where it will go • HOD decisions are what keep the SNMA in existence so that the organization can continue to serve its members and communities • Every single member is responsible for SNMA’s future Back to topics Next
Why does the HOD meet? 5 -minute discussion • The National Convention referred only to the convening of the HOD to conduct SNMA business and fulfill the non-profit requirement • In later years, SNMA built a conference (Annual Medical Education Conference) of workshops around the National Convention • At times, members must be willing to sacrifice attendance at workshops going on during the HOD session so that the future of SNMA can be determined (What are your thoughts on this? ) Back to topics Next
What does the HOD do? • Transacts the business of the SNMA not otherwise specifically provided for in the Constitution and Bylaws • Considers for approval all decisions made by the BOD throughout the year • Elects the Executive Officers – President-Elect – Vice President – Treasurer – Parliamentarian – Professional Board Members – Pre-medical Board Member – Speaker of the House • Receives and acts upon the reports and recommendations of the Board of Directors, Committees and officials of the SNMA Back to topics Next
HOD Meetings • Speaker of the House is elected at the National Convention by the House and serves as Chairperson of the House during the National Convention one year later • Meetings are run according to Robert’s Rules of Order and Parliamentarian Procedure – Know and practice Robert’s Rules!!! • May meet in open or closed sessions • Open sessions may be attended only by Active or Associate Members and invited guests • Closed sessions are attended only by Delegates Back to topics Next
Read Officer Reports • All members should read BOD officer reports throughout the year! – Each chapter President should receive this information from their Regional Directors and pass it on to their members • Officially, all end-of-year reports to be considered for business in the House of Delegates must be submitted in written form to the Regional Directors no later than 14 days prior to the opening session of the House of Delegates at the National Convention Back to topics Next
What is my responsibility as a Delegate? • Be knowledgeable of SNMA business – Read reports, minutes, and the Constitution before attending HOD sessions • Attend all sessions of the House • Engage in debate during closed sessions • Cast ballots on matters of business before the House • Identify a proxy for voting if you must leave or cannot attend a session • Be able to use Robert’s Rules Back to topics Next
Your attendance at HOD • “Quorum” is the number of Delegates the House needs to have present in order to transact business • Without quorum – HOD sessions cannot begin and business will not be conducted – The only business we can transact is to adjourn • If you are late, business runs later Back to topics Next
What is a resolution? • A resolution is the vehicle through which the House of Delegates or the Board of Directors establishes SNMA policies and regulations. • Essentially, resolution=question=motion, except resolutions must be submitted in writing. • Proposed resolutions may only be submitted by Active Members of SNMA, and at any time for consideration by the Board of Directors. Back to topics Next
What is a resolution? • In order to be considered by the House of Delegates, proposed resolutions should be submitted to the National Headquarters at any time up to December 15 th prior to the National Convention. • The House of Delegates reserves the right to consider emergency resolutions provided that such proposals are submitted at least 60 days in advance of the National Convention. Back to topics Next
Constitutional Amendments • All modifications to the Constitution must be approved by the HOD • In order to be considered by the House of Delegates, proposed amendments should be submitted to National Headquarters no later than two (2) weeks prior to the meeting of the BOD at least eight (8) weeks prior to the annual meeting of the HOD Back to topics Next
Am I responsible for voting during HOD sessions? • Yes! If you are a Delegate, your vote determines: – – The flow of the HOD sessions Who will serve as Board officers The creation of new programs The future of the SNMA • So, make informed decisions • Know the consequences of your vote! – Your decisions can create or destroy opportunities for all members of SNMA Back to topics Next
How do I vote? • Each Delegate shall have 1 vote, and shall have the right to cast 2 proxy votes in all business before the House, or in its committees. This is a maximum of 3 cards per Delegate! • The yellow card is the Delegate’s vote. • The blue card is the proxy vote. • Voting for elections may be via handwritten, scantron, or electronic ballot Back to topics Next
HOD Sessions • A typical schedule of HOD sessions is as follows (may vary yearly): – Thursday afternoon • Board officer nominations open & close – Friday morning and afternoon • Candidate speeches and other business – Saturday morning and afternoon • Elections and other business – Saturday evening (Board of Directors Banquet) • YES! The banquet is considered the closing session of the HOD. It is a business meeting. • Election results are announced as the last order of business before the HOD officially adjourns • On occasion other HOD business is conducted during the banquet Back to topics Next
How can my chapter help to make HOD proceedings efficient? • • • Be informed SNMA members – It takes more than just paying dues to know and benefit from SNMA Come prepared to do business – Make a binder with reports, minutes, and the Constitution – Choose your delegates early and decide who will attend each session – Keep each other informed of what happened at different sessions, take notes – Stay focused Know how to use Robert’s Rules – Not knowing the rules of the House can slow things down and make business confusing Be on time – Business will start on time only when quorum is met Make informed decisions – Delegates’ votes largely determine how well and how long business will run Back to topics Next

Answer • What is the responsibility of a Delegate? Answer • Why is quorum important? Answer • What are some impacts of voting? Answer • What event serves as the closing session of the HOD? Roberts Rules of Order • Important for us to know because: • It’s the way we conduct business at AMEC • We receive points for going up to the mic and the Region with the most points at the end receives a prize • We also receive points for being the first region to reach quorum, so BE ON TIME (EARLY) to all sessions Region V Indiana Michigan Ohio
Robert’s Rules of Order Presented by: Vince Alentado Revised by: Rodrick Stewart, National Parliamentarian 2013 -2014
Why Do We Use Parliamentary Procedure? • Parliamentary Procedure is Democracy in Action! • Ensures the rule of the majority while protecting the rights of the minority and absent • Allows for focused business to be taken up in an orderly, timely, and impartial manner
Types of Motions Main Motions Secondary Motions • Used to introduce new business (Member states, ”I move that. . . ”) • Takes precedence over nothing • can be made while the main motion is on the floor and before it has been voted upon
Secondary Motions • Subsidiary Motions: pertain to the main motion on the floor – e. g. : Lay on the table, previous question, limit debate, postpone definitely, refer, amend • Incidental Motions: relate to procedure and not directly to the question on the floor – e. g. : division, point of order, point of information, parliamentary inquiry • Privileged Motions: take precedence over all motions, are motions of an emergency nature, must be acted upon before any other business that is pending, do not relate to the motion on the floor, but to welfare of the entire group. – e. g. : adjourn, recess, question of privilege

Other types of Amendments • Friendly amendments - Wording that enhances and strengthens the original motion. When such a change is proposed and no one objects, the amendment is adopted by general consent. • Hostile amendments - Gives a very different meaning to a motion. The amendment may defeat the intent of the main motion. These orders are generally out of order
Voting on a Motion • A quorum must be present for voting to take place • A member does not have to vote (abstain) • Outcome determined by number of people voting not number present (*abstentions do not affect quorum) • It is the responsibility of the members to ensure that the announced result represents the way the members voted • Vote is usually taken by voice, but may be taken by show of hands, roll call, ballot, or general consent if the chair sees fit or if a motion comes from the floor
Voting Definitions • Quorum – Number of voting delegates present • Majority - > than half of voting members in support of a motion • 2/3 vote: >than or = 2/3 of votes cast in favor to adopt an amendment or motion
