Terms Used Throughout NOVA – Northern Virginia Community College – 6 colleges and 2 centers Workforce Department – non-credit/continuing education arm of the college (trainings and certifications) SNAP E&T (SNAPET) – Supplemental Nutrition Assistance Program Employment & Training SNAPET Case Managers Client-Student- Interchangeable terms VDSS – Virginia Department of Social Services Open Enrollment vs. Cohort training
Outline of Referral Process SNAP recipient client goes through rigorous counseling/ testing with SNAPET Case Manager then sends NOVA staff referral information NOVA staff contacts client, researches academic and work history, discusses best possible program, answers questions NOVA Staff ensures student has WES account. Fills out enrollment form, book vouchers, and test vouchers as needed and sends to all interested parties, and checks in with case managers and clients as they go

Logistical Considerations 5 possible locations for referrals from SNAPET offices $250, 000 to be used within a fiscal year for classes 1 or 2 NOVA counselors placing students in classes

Grant Year One: A One Woman Show
Grant Year One September 2016 – September 2017 Purpose – The purpose of the Agreement is for NOVA, through its Workforce Development program, to assist the local VDSS SNAP E&T participants obtain employment through high quality workforce services leading to selfsufficiency Period of Agreement (can be renewed up to two successive one year periods) Initial agreement was for Sept 2016 – June 2017 Extension was given from June 2017 – Sept 2017 Scope of Work and Deliverables VDSS provides – Assessment; Counseling; Referral to NOVA for enrollment in an appropriate training cohort; Internships, externships, or experiential education related to the client; job development; pre-secured employment; and follow-up services Counties included – Arlington, Alexandria, Fairfax, and Prince William NOVA provides – Cohort trainings in the following fields – CCMA; CMAA; CBCS; CDL “A” License; CDL “B” License; Comp. TIA® A+

Changes made throughout the first year NOVA staff changes Initially one part-time advisor staffed this endeavor and she met with all the clients face to face at the SNAP offices to help with enrollment Added a grant manager to administer the details of the grant Replaced part-time advisor with 2 full time counselors to work with the case managers and their clients for enrollment into cohorts and open enrollment classes Moved from meeting clients face to virtual counseling – phone and email primarily Loss of classes being offered CDL – both “A” and “B” Welding Partner meetings

The primary focus will be on referring clients to appropriate open enrollment classes in the areas of IT, Business, and Healthcare. CCMA; Comp. TIA® A+ (hardware and software); Professional Administrative Assistant Training (PAAT); and Comp. TIA® IT Fundamentals Compensation and Method of Payment – total $250, 000. 00 $211, 864. 00 – Tuition and fees $38, 136. 00 – IDC 18%

Changes Made Throughout the Second Year Case Manager staff changes Cohorts minimization 4 PAAT cohorts and expanded the classroom hours and time working on MOS Word Scheduled 1 IT Fundamental cohort but could not get any clients scheduled Open enrollment expansion – focus on IT, Business, and Healthcare for open enrollment Skills assessment implemented for some IT classes Client referral process Provided documentation for case managers to use to refer clients electronically Spreadsheet creation for counselors to keep track of clients and communication
