In the event of conflict or inconsistency between any of the below described portions of the conformed contract, precedence must be given in the following order: a. Any portions of the proposal or final design that exceed the requirements of the solicitation. (1) Any portion of the proposal that exceeds the final design. (2) Any portion of the final design that exceeds the proposal. (3) Where portions within either the proposal or the final design conflict, the portion that most exceeds the requirements of the solicitation has precedence. b. Small Project: Part 2 Previous versions of PART 2 were comprised of two sections: PART 2 and PART 2 A (Attachments). The current version of PART 2 has incorporated both PART 2 and PART 2 A into one “PART 2” section. SPT Part 2 includes a scaled down version of the traditional "Division 01" documents that addresses the administrative, safety, design processes, construction processes, and project closeout instructions for the project. These documents inform the contractor on how to do business with the local Base where the project is located and the NAVFAC Component creating the project. 18
